Programme Manager – Early Action and Preparedness

Location: Windhoek, Namibia

Contract type: Fixed Term (24 months)

Hours: Full time, 35 hours per week

Salary: £36,750 (plus a benefits package that includes per diem and accommodation)

British Red Cross’ (BRC) East and Southern Africa team are looking for an experienced Programme Manager to lead on the management, delivery and to be accountable for BRC support to two designated National Societies in terms of establishing a new programme on capacity-building of local National Societies in preparedness and early action, as well as potential future programmes in the areas of cash transfer programming, food security and livelihoods, support linkages with national social protection systems, and community-resilience.

About the team
The Programme Manager position will sit within the Southern Africa team which is in the International Directorate of the British Red Cross Society. The Southern Africa team has a Regional Office based in Harare Zimbabwe, the office in Namibia is a Sub office of the Southern Africa team.

Within the International Directorate, the Programmes and Partnerships Department provides oversight of our programme work and our long-term capacity building partnerships and disaster management. The department works in partnership not only externally with other National Red Cross and Red Crescent Societies, the International Federation of the Red Cross and Red Crescent Societies (IFRC) and the International Committee of the Red Cross (ICRC) but also internally within a matrix relationship of technical advisers and policy professionals in other teams.

We are looking for someone with;
* Robust working knowledge of the international humanitarian system & the International Red Cross and Red Crescent Movement
* Knowledge of programme cycle management in operation, an understanding of the disaster management cycle, and the concept of anticipatory action and preparedness
* An ability to build and maintain partnerships and relationships.
* Proven skills in project / programme management techniques, processes and controls including project planning; needs assessment and developing operational plans; resource allocation in an emergency response context
* Knowledge and experience on Cash and Vouchers assistance and food security and livelihoods will be a plus.
* Security awareness and management of self and others.
* Carrying out monitoring, evaluation and needs assessments
* Working with local partners to build capacity or share skills
* Management and accountability of humanitarian/development programmes funded by major institutional donors.
