Salary: £35,083 – £40,563 p.a

Starting Salary: £35,083 – £36,405 p.a. (plus a generous benefit package which includes; Mobility Allowance, Pension and Rest & Recuperation)

Contract: 2 Year Unaccompanied Contract (renewable for another 2 years)

Job Purpose

CAFOD is currently accepting expressions of interest from qualified candidates for Programme Manager for an anticipated EU funded project in Liberia. The project will seek to support the development of a self-sustaining and pro-active Fisheries Co-Management Association, responsible for provision of a wide range of services to its members, including members involved in all aspects of the fisheries value chain in the region, and reporting of these activities to other stakeholders, scientists and local and national Government.

The position will be full time and based in Harper, Maryland County of Liberia.

Job Scope

The Programme Manager shall also be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the grant award. The post-holder’s primary responsibilities are aimed at providing overall leadership management and general technical direction of the entire project, ensuring an integrated vision among different components and actors, and a focus on achieving the results defined in the grant. This individual will be expected to identify issues and risks related to project implementation in a timely manner and suggest appropriate project adjustments.

The post-holder will lead a performance management group made up of 4 project teams who are responsible for day-to-day project activities. H/She will report to the CAFOD country representative.

The Programme Manager will be responsible for developing a strong, coherent vision within the community and with implementing partners project team and will lead and/or participate in strategic, high-level policy fora with key stakeholders across government, non-government, and international communities. The Programme Manager will ensure implementation is in accordance with EU contract regulations, liaising regularly with CAFOD Programme Development and Funding Officer and EU contracting officers, technical support staff, consultants and implementers of other EU-funded initiatives as required.

The post-holder would need to have a strong technical background in fisheries development, including marketing and fisheries management and gender, ideally in the context of West Africa. Previous project management and reporting experience is also essential.

The post holder will be expected to undertake frequent travel (approximately 12 weeks per year) connected with the management of the programme portfolio, and the achievement of strategic objectives. He/she could also be expected to deputise for the Country Representative.

This position is contingent on CAFOD being awarded funding and is anticipated to begin in December 2019.

Accountability

The post-holder reports to the CAFOD Country Representative – Sierra Leone & Liberia.

S/he is a budget holder.

S/he will task manage four CAFOD programme team members allocated to the project.
