The ILO Regional Office for Arab States covers 12 countries in the region with focus on supporting decent employment, building adequate social protection systems strengthening International Labour Standards and workers’ rights, enhancing social dialogue and tripartism and promoting sustainable enterprises for job creation and retention.

UN Women ROAS is partnering with ILO ROAS and jointly developed a Programme on Promoting Productive Employment and Decent Work for women in Egypt, Palestine and Jordan. Strategies of the joint initiative include promoting equitable labour market related laws and policies; engaging public, private and community actors with attention to involving men; and reducing the unequal burden of unpaid care work. The programme will work at three levels, macro, meso and micro, reflected in the three outcomes: I: Gender responsive labour laws and related policies in place and effective

II: A gender responsive private sector that attracts, retains and promotes women is supported

III: Gender stereotypes about women and men’s responsibilities concerning unpaid care and household work are challenged

UN Women as the lead agency of this joint programme is hiring a Programme Monitoring and Reporting Officer based in UN Women´s Regional Office for Arab States located in Cairo, Egypt. Under the supervision of the Programme Management Specialist, the Programme Monitoring and Reporting Officer is responsible to contribute to monitoring and reporting of the Joint UN Women and ILO Programme on Promoting Productive Employment and Decent Work in Egypt, Palestine and Jordan. The Programme Monitoring and Reporting Officer is expected to have the knowledge and proven experience on Results Based Management, contribute and facilitate the development of results framework, annual workplans, risk-logs and monitoring and evaluation plans for the joint programme. The Programme Monitoring and Reporting Officer will be responsible to track the results against indicators and targets set, facilitate the reporting of results internally and to external audience facilitate the implementation of the programme evaluation plan and will contribute to knowledge management and capacity building in the area of expertise. Duties and Responsibilities

  1. Facilitate and substantively contribute to the incorporation of monitoring and reporting into programme formulation:
  • Facilitate and substantively contribute to the development of results-based monitoring frameworks with measurable indicators, targets and baselines for the Joint Programme;
  • Develop monitoring calendars, field monitoring plans and quality assurance processes;
  • Include inputs from relevant evaluation findings, conclusions and recommendations into programme formulation and implementation;
  • Contribute to development of joint annual work plans, monitoring and evaluation plans, reviews and reporting;
  • Provide technical support to COs and partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, baseline surveys.
  1. Contribute substantively to the monitoring and tracking of results against country/regional level targets and ensure they are in line with Country Level UNDAFs:
  • Coordinate with Joint Programme Team to ensure that data collection and analysis from field visits are coordinated and standardized across programmes;
  • Monitor data from partners/countries on a quarterly basis and provide substantive inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Joint Programme Team, to support monitoring of results and planning processes as required;
  • Monitor the spending of donor funds and other programme expenditures and disbursements;
  • Support CO teams in Egypt, Jordan and Palestine to develop and monitor the Joint Programme Monitoring, Evaluation, and Research Plan.
  1. Facilitate the reporting of results to internal and external audiences:
  • Facilitate the process of the Joint Programme meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Facilitate compilation of inputs from COs in drafting donor and programme reports (both narrative and financial);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into programme reporting;
  • Review progress reports submitted by partners and provide feedback to improve quality and timeliness of reporting;
  • Collect and maintain data for country, regional and global corporate reports, mid-term reviews, and final evaluations.
  1. Provide technical support in implementing the evaluation policy for UN Joint Programmes:
  • Support in coordinating the implementation of the Joint Programme Evaluation plan;
  • Contribute to providing guidance to programme staff on evaluations;
  • Facilitate the communication between the COs and RO regarding Evaluations.
  1. Contribute to knowledge management and capacity building:
  • Identify and disseminate good practices, lessons and knowledge, as identified through joint programme implementation, monitoring and evaluation activities;
  • Facilitate capacity building opportunities for joint programme staff and partners in the in the areas of Results;
  • Based Management (RBM), Monitoring and Evaluation;
  • Promote the awareness and understanding of the shared responsibility of Monitoring and Evaluation (M&E);
  • among all staff members through communication, training, learning and development activities.

Key Performance Indicators:

  • Technical input and contribution provided in developing the joint annual work plans (identification of baselines, milestones, indicators, monitoring and evaluation plans in line with UNDG guidelines for joint programming;
  • Timely and quality technical support to the programme team (at RO and CO level) and partners;
  • Quality and timely development and review of systems for tracking/monitoring;
  • Timely submission of quality and accurate reports;
  • Quality support to evaluation processes, including timely coordination of missions.

In response to the UN General Assembly resolution 63/311, in January 2006 the Secretary-General presented the report A/64/588, entitled Comprehensive Proposal for the Composite Entity for Gender Equality and the Empowerment of Women. In his report, the Secretary-General resolved that, rather than relieving other parts of the United Nations system of their responsibility for contributing to the promotion of gender equality and women's empowerment, the new entity should seek to sharpen the focus and impact of the gender equality activities of the entire United Nations system. Additionally, Secretary-General Ban Ki-moon estimated that approximately $125 million per annum were needed for operating costs and "start-up" capacity at the country, regional, and headquarters levels. Moreover, an additional $375 million per annum were needed in the initial phase to respond to country level requests for programmatic support.

After years of negotiations between UN member states, women's groups, and civil society, on 2 July 2010 the General Assembly unanimously adopted the resolution 64/289, thus creating UN Women by merging the Division for the Advancement of Women (DAW); the International Research and Training Institute for the Advancement of Women (INSTRAW, established in 1976); the Office of the Special Adviser on Gender Issues and Advancement of Women (OSAGI, established in 1997), and the United Nations Development Fund for Women (UNIFEM, established in 1976). Secretary-General Ban Ki-moon announced at the founding of the movement that he is "grateful to Member States for having taken this major step forward for the world's women and girls.
