Overall Mission:

The job holder is responsible for providing sound programmatic management to enable successful implementation and achievement of all objectives and targets of key projects in Uganda. It demands someone with a proactive and highly organized approach to coordination and communication with partners, CBM offices and external stakeholders. The job holder will ensure all CBM programming, reporting and partnership commitments are met and will provide a critical support function for other staff within CBM Uganda country office.

Main tasks

Project management

§ Coordination and oversight of all project planning, delivery, monitoring and reporting activities of partners.

§ Management of all project steering committee activities, including scheduling meetings and administration of key reference documents: work plan, log-frame and risk register.

§ Conduct quarterly monitoring visits to partners, reviewing project implementation and risks, as well as cross-cutting issues such as safeguarding and gender equality.

§ Ensure that all partner project staff are properly oriented or trained for clear and comprehensive understanding of the project

§ Provide each partner with a comprehensive understanding of CBM reporting systems for both programme and finance. Emphasis should be given to quality and accountability.

§ Develop scheduled communication (verbal and written) with partners regarding the status of implementation of project activities and act accordingly to help and facilitate the resolution of all problems as they may occur.

§ Support with the organization and implementation of trainings to strengthen partner’s capacity to meet CBM and donor expectations on identified critical project management disciplines.

§ Facilitate all monitoring and evaluation activities required for each project, including data collection, needs assessment and consultative meetings with project stakeholders.

§ Ensure data collected is filed properly and easily accessible for use in project evaluations and/or in national level advocacy as well as alliance-building.

§ Serve as the liaison with stakeholders and relevant local Government departments in the project catchment area.

Project Planning

§ In collaboration with the relevant CBM stakeholders, assist CBM partners in the writing of the new project MYP including the budget/cost plan.

§ Plan and conduct a multi-stakeholder planning workshop that includes participation of organizations of persons with disabilities for finalizing the project logical framework and related aspects required for the development of a project MYP.

§ Meet with potential partners for partner assessment, selection and mutual agreement, leading to the preparation and signing of MOU with the partner(s) after the project MYP is approved.

§ Pro-actively communicate with the partner to ensure that all preparatory steps for starting new projects have been done ahead of the start date of the project implementation.

§ Selection of the new project location, prepare TOR, plan and organise for further scoping, in collaboration with the Programme Manager and the Country Director to confirm the new area’s needs and potentials for development.

§ Conduct partner assessments and evaluations using an agreed CBM standard tools in order to identify capacity and gaps and ensure findings and recommendations are implemented and monitored.

Documentation

§ Record all results and analysis of project monitoring results/data that are stored at the project level by partners, with important/ strategic findings (lessons learned, best practices, evidence base) also stored at CBM office with soft copies saved on the server and share point.

§ Share appropriately project data to be easily accessible for use in project evaluations as well as for evidence to be used in national level advocacy and alliance-building.

§ Ensure relevant new knowledge, project lessons learned and other learning are internalised, documented and shared with relevant CBM colleagues and partners in the spirit of learning.

§ Ensure that partners are submitting statistics reports on time with quality data

§ Ensure that programme monthly and quarterly reports for Uganda are submitted to the Country Director on time

Quality Management

§ Ensure that processes and procedures organisationally and at individual project staff level, meet the project requirements for proper quality management and implementation of activities/interventions of the projects Ensure that principles and practice of disability inclusive development are woven through the design and implementation of the projects

§ Ensure that partners are developing and submitting quality reports on time.

Pre-Requisites

Education, Knowledge & Professional Experience

§ Relevant university degree in social sciences, project management, business administration, or related field.

§ Professional experience of 5 years in a national or international NGO with a track record in successfully managing inclusive eye health and community based inclusive development programmes in collaboration with national partners.

§ Ability to prioritize work and meet deadlines.

§ Experience in managing institutionally funded projects, including consortium led projects.

§ Experience in evaluation and strengthening of quality and effectiveness systems

§ Proven experience in results-based management and project cycle management, including assessment, monitoring and evaluation, with a sound understanding of budgeting and programme finance management.

§ Demonstrated experience in managing internal and external relationships and partnerships particularly with national / local governments.

§ Experience in working with various government/bi-lateral/major institutional donors.

§ Proven good organizational and coordination skills as well as a high level of autonomy and flexibility.

§ Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions and personal backgrounds.

§ Advantage of lived experience with disability; Experience of working with persons with disabilities or promoting disability rights a distinct advantage.

CBM (previously Christian Blind Mission) is an international Christian development organisation, committed to improving the quality of life of people with disabilities in the poorest communities of the world. It is considered one of the world's oldest and largest organisations working in this field.[citation needed] CBM was founded in 1908 by the German pastor Ernst Jakob Christoffel, who built homes for blind children, orphans, physically disabled, and deaf persons in Turkey and Iran. Initially CBM's efforts were focused on preventing and curing blindness but now cover other causes of disability.

CBM targets the people affected by disability by supporting local partner organisations to run programmes in the fields of healthcare, rehabilitation (community-based rehabilitation - CBR), education and livelihood opportunities. CBM also advocates for disability inclusion following UN guidelines in international policy-making bodies, and campaigns and raises funds through its member associations. CBM has an emergency response team to respond to conflicts and natural disasters.

CBM reached more than 31 million people in 2012. It supports more than 700 partner-projects in 70 countries and works with various partner organisations, including disabled people's organisations, mission agencies, local churches, self-help groups and relief agencies. It has (as of 2012) 11 member associations in Europe, North America and Oceania.
