Cordaid has been active in South Sudan for more than 20 years, with a strong focus on civil society capacity-building. Currently, it has programs in the area of Emergency Response, DRR, Health, Food Security, Security & Justice, Women Leadership and Investments.

Presently, Cordaid is expanding its program in different parts of the country. For that purpose, additional technical capacity is required. Therefore, Cordaid would like to recruit a Programme Officer – Civil Society Engagement/Lobby and Advocacy as detailed below,

The Programme Officer – Civil Society Engagement/Lobby and Advocacy reports to the Programme Coordinator-Strategy Partnership /Lobby and Advocacy

Purpose of the position

The Programme Officer–Civil Society Engagement/Lobby and Advocacy will assure the implementation of the Cordaid South Sudan Lobby and Advocacy/Dialogue and Dissent Strategy in liaison with the Programme Coordinator- Strategic Partnership/Lobby and Advocacy and take responsibility for the advocacy results and outcome as per the Country Office Strategic Plan.

In addition, the Programme Officer–Civil Society Engagement/Lobby and Advocacy will, in liaison with the Capacity Building Officer-Lobby and Advocacy, take the lead in strengthening the institutional capacity and staff capability of partner CSOs to engage duty bearers and deliver on their lobby and advocacy mandate.

Programme implementation

1. Context analysis and development of Lobby and Advocacy plans

a) Carry out and present to the SMT on-going analysis of the dynamic political, economic, security context to inform lobby and advocacy strategic priorities and plans b) Facilitate the development of Cordaid’s and partner’s lobby and advocacy strategic priorities and plans with SMART objectives and targets that are also consistent with the goals of the Dialogue and Dissent Strategic Partnership

2. Leading Lobby and Advocacy activities

a) In liaison with the Programme Coordinator-Strategy Partnership /Lobby and Advocacy, lead the implementation of lobby and advocacy activities of Cordaid and its South Sudan partners, within the framework of the Strategic Partnership programme b) Develop and maintain a network of influential decision-makers/stakeholders in South Sudan and facilitate effective engagement with them for meaningful advocacy results. c) Lead strategic advocacy activities, by reaching out to government actors, UN agencies, the Dutch Embassy, donors and other relevant stakeholders and by representing Cordaid in advocacy networks, conferences and relevant platforms to influence decisions that will facilitate attainment of Cordaid Lobby and Advocacy objectives d) Lead the implementation of Lobby and Advocacy activities of Cordaid South Sudan and signal opportunities for additional, complementary programmes that will contribute the attainment of the Country Office lobby and advocacy Strategic Plan and objectives.

3. Act as the focal point for linking the lobby and advocacy of the Strategic Partnership in South Sudan to international lobby carried out by Global Office lobbyists working for the Strategic Partnership

a) Align the national dimension of the Strategic Partnerships lobby and advocacy strategy in South Sudan with the international strategies developed by the Cordaid lobbyists at the Global Office b) Participate, where appropriate and as directed by the Coordinator for Strategic Partnership/Lobby and Advocacy, in international lobby and advocacy activities, in close coordination with Cordaid lobbyists at Global Office

4. Lobby and Advocacy capacity development

a) In liaison with the Capacity Development Officer, facilitate the institutional and staff capacity assessment/due diligence of Cordaid South Sudan partners and develop and implement a capacity building plan that will enhance their capacity to deliver on lobby and advocacy objectives b) In liaison with the Capacity Development Officer, participate in activities for capacity development of implementing partners and knowledge sharing in the field of lobby and advocacy

Qualification and experience

  1. A post-graduate degree in human rights, humanitarian law, Peace Studies, Gender and Development or related social sciences
  2. At least 5 years’ experience working in human rights, humanitarian law or related discipline..
  3. Proven experience in lobby and advocacy in relation to (inter)national political institutions and decision-makers
  4. Proven experience in working with civil society, creating networks and coordination and to obtain contribution from others
  5. Proven ability to communicate effectively in English
  6. Proven ability to draft context analyses, policy papers, advocacy positions, articles, blogs, press statements.
  7. Ability to establish a viable network of civil society among different sectors (health, education, business, legal, finance, etc) throughout South Sudan.
  8. A honest broker, able to overcome differences, choosing pragmatic solutions

Cordaid is the Catholic Organisation for Relief and Development Aid (CORDAID). It is one of the biggest international development organizations, with a network of around a thousand partner organisations in 36 countries in Africa, Asia and Latin America, and has a disposable annual budget of around 170 million euros (2006).

 Cordaid directly employs 400 people, amongst them 300 are based in the Netherlands and the rest are stationed all over the world (2010). Cordaid is also known under the names of the funds it manages: Cordaid Memisa, Cordaid Mensen in Nood (People in Need), Cordaid Bond Zonder Naam (Association Without Name), Cordaid Kinderstem (Children's Voice).

Cordaid was founded in 1999 in The Hague, with the aim of helping people in distress and fighting structural poverty. It is a merge of three Dutch Catholic development organisations: Memisa Medicus Mundi (created in 1925), Mensen in Nood (People in Need, created in 1914) and Lenten Campaign/Bilance. The history of these organisations goes back to the beginning of the 20th century when the organisations were active in the area of shelter and (missionary) care for refugees, providing direct aid in the event of disasters, medical care and direct improvement of social and economic position of poor people.

The merge allowed the newly created NGO to benefit from broader resources, rationalised management and organisation and aimed at coordinating actions and projects. Each organisation became a fund with Kinderstem (Children's voice) being part of Mensen in Nood, until October 2004, when Cordaid's General Assembly voted the creation of a separate fund focusing on aid to children living in slums. Cordaid Microcredit was formed in October 2006, following the tenth anniversary of the microfinance activities. On 1 January 2007, the Dutch NGO Bond Zonder Naam (founded in 1938) joined Cordaid. Since 2012 the campaigning cooperation with the Lenten Campaign Foundation ('Vastenaktie') has ended.
