Context:

Since the formation of the Federal Government of Somalia, the country has made significant progress towards restoring peace and security. However, significant destabilizing factors remain. These include, most notably, the extant presence of violent extremist group al-Shabaab, particularly in rural areas; recurrent and unresolved clan, land and resource-based conflicts; weak and nascent institutions; and the internal displacement of more than 2 million individuals.

Whilst the transition, recovery, and development needs of Somalia, after almost 3 decades of civic conflict and violent extremism remain a long term, if not generational process, such progress will be unachievable in the absence of solid foundations for peace and security, particularly at community levels. Currently, some areas, such as the Middle and Lower Shabelle regions, remain at risk of deteriorating into clan-based conflict and the strengthening of violent extremist and other militia groups, in the absence of consolidated, strategic support for stability.

Since 2016, IOM has been supporting the government to lead, and for communities to drive transition and recovery processes in areas impacted by displacement, conflict and violent extremism. These programmes, which are implemented through the Recovery and Durable Solutions (RDS) Unit, is intended to promote stability in fragile and displacement affected areas of Somalia as well as the attainment of durable solutions to internal displacement.

Under the direct supervision of the Programme Manager (RDS) in Mogadishu, and under the overall supervision of the Programme Coordinator (RDS), the Programme Officer (Community Stabilization) will provide technical support for the planning, coordination and execution of government led community projects and stabilisation grants to ensure the effective and efficient implementation of durable solutions and stabilization programmes in all areas of RDS operations. In particular, he/she will:

Core Functions / Responsibilities:

  1. Contribute to the development of strategic road maps for Community Stabilization activities in Hirshabelle and Galmudug States in close coordination with Programme Manager and field teams to help inform direction of activity implementation.
  2. Research opportunities for stabilization activities that are aligned with programme strategy in Hirshabelle and Galmudug to facilitate purposeful design and implementation by coordinating with Programme Manager and obtaining regular updates from IOM field teams, government counterparts, stabilization partners, and other relevant stakeholders.
  3. Support the implementation of community stabilization activities in coordination with relevant authorities and partners, including conflict mitigation, reconciliation, and mediation interventions to facilitate quality and that activities target the strategic objectives of the programme and deliver efficient results.
  4. Provide general field oversight of community stabilization activities through the entire project cycle, to completion of activity, including its budgetary and procurement aspects, in order to ensure that appropriate standards of accounting and controls are met, by liaising with the Programme Manager, the unit’s Finance Officer, and the Mission Resource Management Unit (RMU).
  5. Contribute to the design of research activities that inform programming and data-driven interventions, including, but not limited to, rapid assessment, thematic research, Community Stabilization Index, by identifying research topics, drafting ToRs, and liaising with RMU on contracting process, and monitoring smooth research activity operations.
  6. Support third-party contracting and the development of Partner Implementation Agreements. Monitor operations of implementing partners to facilitate optimal synergies with IOM by drafting ToRs, liaising with RMU on contracting processes, and regular communication with implementing partners on activities.
  7. Support the monitoring and tracking of budgets allocated for Community Stabilization activities in Hirshabelle and Galmudug States to facilitate accountability and proper management of funds in coordination with Programme Manager, Finance Officer, and RMU.
  8. Support the planning and coordination of Monitoring & Evaluation (M&E) activities, in close collaboration with M&E officer, to check that community stabilization activities are monitored and pertinent findings are regularly communicated to the donor, with lessons learned integrated into programming.
  9. Support the development of programme and monitoring reports, and visibility products that showcase achievements, ongoing process, and challenges of activities, by closely working with field teams, M&E Officer, Communications Officer and Project Manager.
  10. Undertake duty travel and field visits as required.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Humanities, International Relations, International Development, law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in liaising with stabilization partners and government counterparts in Hirshabelle, Galmudug States and Federal Government of Somalia (FGS) level;

• Experience working in conflict/volatile contexts on durable solutions and issues of displacement;

• Experience with international humanitarian organizations, non-governmental or governmental institutions/organizations in a multi-cultural setting;

• Experience in IOM programmatic and operational protocols and PRISM for monitoring budgets and expenditure;

• Experience in the usage of office software packages (MS Word, Excel, etc.) and knowledge of spreadsheet and data analysis; and,

• Experience supervising the development and implementation of stabilization projects.

Skills

• In-depth knowledge on stabilization-related topics and activities in Hirshabelle and Galmudug

States, and Federal Government of Somalia (FGS) level;

• Knowledge of conflict/volatile contexts on durable solutions and issues of displacement;

• Knowledge of UN and bilateral donor programming in Somalia;

• Understanding of IOM Transition and Recovery Division (TRD) Stabilization structure and operations;

• Excellent and demonstrable analytical, communication and writing skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Somali, French and/or Spanish is an advantage.
