Background

Position within the Organization **

The Programme Officer is a member of the Programme Management Unit which manages and implements all of Interpeace’s active and ongoing programmes around the world. The Programme Management Unit is led from the Headquarters office in Geneva, although team members are based in various locations including in Eastern and Central Africa, West Africa, Europe and the MENA region.

The Programme officer reports to the Senior Programme Manager and supervises the Programme Support Officer.**

Purpose and General Overview

The Programme officer is responsible for the effective and timely implementation of programmatic activities of Interpeace’s peacebuilding programme in Côte d’Ivoire.

The duties of the Programme officer cover 5 areas:

1) Strategic Engagement

2) Programme Management & Development

3) Management – institutional coherence

4) Representation

5) Management of Personnel

Duties and responsibilities

Strategic Engagement

· Implements workplan and programmatic activities

Programme Management and Development

· Drafts and develops concept notes, proposals and donor reports

· Identifies and develops opportunities to expand the programme within the country, in collaboration with the country programme team and implementing partners, and the Programme Development Unit.

· Produces timely quality programme reports in line with Interpeace and donor requirements in collaboration with the Senior Programme Manager.

· In cooperation with Finance, reviews and revises as needed the budgets and reporting for all programme operations.

· Contributes to the development of policy and learning from the country programme and context, in collaboration with the Policy and Learning Unit.

· Accountable for budget of less than circa 1 million

Management – institutional coherence

· Implements programmatic work at activity level

· Ensures close operational coordination at technical working level with other teams in Interpeace and with partner organizations

· Responds to request of information from implementing partners

Representation

· Focus’ on Tracks Two and Three and as directed or required by the immediate supervisor and occasionally in the context of supporting T-1 efforts

· Develops and strengthens relationships with implementing organizations and networks and establishes national strategic relations and alliances with partners and civil society working in common cause with Interpeace objectives.

Management of Personnel

Supervises and supports the development of the Programme Support Officer

· Creates an enabling work environment that fosters learning and innovation, where programme staff can achieve their potential, demonstrating gender-responsive and non-discriminatory behaviour and attitudes

· Monitors, evaluates and documents the individual performance of direct reports through a staff development lens

Qualifications:

Candidates with relevant qualifications, experience, a tertiary degree, and fluent in English and French, are invited to apply.

Relevant experience and qualifications may include:

Education

· Tertiary degree in peace-related studies, social or political science or other related fields

Experience

· 4 to 7 years professional experience in peacebuilding, political and/or developmental work with increasing responsibility

· Demonstrated effectiveness and substantial experience with short and long-term planning; financial management, and program implementation

Competencies

· Knowledge of current thinking on peacebuilding issues and methods; and demonstrable ability to anticipate emerging needs and integrate them swiftly into priority programme setting

· Welll-established and practiced organizational and planning skills; and knowledge and experience of project cycle management including using project planning and management tools

· Developed ability of raising the profile of an organization, networking with government agencies, donors and other international agencies, and using the media to generate profile

· Proven ability to communicate, negotiate and work with high level executives and government officials

· Fluent in French (the working language in Abidjan).

· Strong writing and communications skills in English is required
