Introduction

The ILO is working with its tripartite partners, namely Government, Employers and Workers to develop its fourth generation DWCP, which is anticipated to run from 2019 – 2022. The Decent Work Country Programme (DCWP) is the ILO programme of support to advance the mandate of social justice and decent work. The DWCP has identified two key areas of focus – Employment Promotion, which will focus on developing evidence and supporting policy and strategy development to ensure it mainstreams decent work goals, including efforts towards the formalisation of the informal economy. The second priority of the DWCP is Social Dialogue and International Labour Standards, which seeks to support national processes to revive the social dialogue institutions and processes. A programme has been developed under the ILO Regular Budget Supplementary Allocation (RBSA) 2019-2020 to support the country to make progress in the two priority areas above.

The programme will address the challenge of the growing informal economy, through building and sharing knowledge on the conceptual framework to better understand and account for informality and how to promote and create more and better jobs in Zimbabwe. It will also contribute to the development of evidence based, gender responsive and non-discriminatory legislation, policies and strategies for facilitating the transition to formality. Some pilot formalisation interventions will be rolled out as a way to demonstrate ”what-works”.

Secondly, the programme will contribute to strengthening Social Dialogue Institutions through building the capacities of social partners to engage in bipartite and tripartite dialogue for a shared national socio-economic vision and better labour market governance. In this respect, the programme will support labour law reforms and strengthen capacities for deepening the application of international labour standards in law and practice. All these efforts contribute to the country’s efforts to advance towards the attainment of SDG 8 targets, especially supporting full and productive employment and decent work for all women and men, including for young people; encouraging formalization and growth of micro-, small- and medium-sized enterprises and protecting labour rights for safe and secure working environments of all workers.

The Country Office for Zimbabwe and Namibia seeks to engage the services of a National Programme Coordinator (NPC) to lead and facilitate the implementation of the programme (FEP). He/She is responsible for the project implementation to the timely and effective delivery of activities.

Reporting Lines

Under the general guidance and supervision of the Director of the ILO Country Office for Zimbabwe and, the technical guidance of the DWT specialist on Employment based in DWT/CO Pretoria, the NPC will also work closely with other DWT specialists, including Gender, International Labour Standards, Informal Economy, Employers activities, Workers activities, Social Dialogue, Labour Administration, Enterprise development, Employment Intensive Investments and Skills Development. Additional support is also expected from the Employment Policy Department in Geneva, as well as the CO-Harare Programme Team.

Specific Duties

  • Lead the implementation of the programme ‘Formalization and Employment Policy (FEP) Programme’ in close collaboration with the tripartite partners.
  • Provide technical guidance in the development of National Employment Policy, efforts towards institutionalising social dialogue and in the application of law and practice of International Labour Standards.
  • Conduct workshops, and meetings on all project intervention areas (advocacy, awareness raising, capacity building and provide policy support).
  • Strengthen relationships to cooperate and coordinate with the relevant ministries, employers’, workers’ organizations and other stakeholders, as appropriate to reinforce their professional capabilities.
  • Ensure the development of monitoring and evaluation and project information systems for ILO technical activities covered by the project.
  • Monitor progress of the project by preparing, reviewing, verifying and analyzing the work-plan activity reports and progress reports, and other data and prepare and submit recommendations to the Country Director for remedial action where necessary.
  • Prepare background information, statistical data, periodic and ad hoc reports on the status of programme planning and implementation, in collaboration with concerned ILO departments and programmes.
  • Ensure project synergy of the different ILO projects and programmes implemented under the DWCP, as appropriate.
  • Liaise with other UN agencies counterparts to promote ILO’s values, increase visibility and facilitate the scaling up of the projects interventions through the development of national alliances contributing to the achievement of SDG 8.
  • Effectively manage financial resources of the project.
  • Support resource mobilization efforts of the country office for technical cooperation projects and programmes ;
  • Lead the transition of the project’s management until the closure of the project.
  • Any other relevant project-related duties requested by the ILO Country Director

Required qualifications

Education

  • First level university degree in Economics, Management, Social Science or related field with demonstrated expertise.

Experience

Two or three years of work experience in the technical fields related to employment creation, social dialogue and skills development, of which at least three years of experience in carrying out project management, supervision, administration and implementation of development cooperation projects. Working experience in managing/implementing social dialogue/employment related projects in Zimbabwe will be an advantage.

Languages

Excellent Command of English and good knowledge of another official language of the duty station.

  • Proven capacity to initiate and implement development cooperation programmes and activities with ILO constituents and other stakeholders, including negotiation skills with governments, workers and employers organizations, industry associations and mobilizing support of international agencies.
