Context:

Under the overall supervision of the Chief of Mission (COM) in close coordination with Head of Programmes and Operations and direct supervision of the Programme Manager (Shelter and Housing), the successful candidate will supervise the logistics and field coordination of the Shelter/NFI (Non-Food Items) in Cabo Delgado and Nampula and common pipeline mechanisms in Cabo Delgado supported by IOM Mozambique. S/he will be based in Pemba but will be roving across provinces as needed.

Core Functions / Responsibilities:

  1. Assist the Shelter/NFI Programme Management Team in the direct implementation of the IOM Mozambique’s Shelter/NFI Programme and supervise field coordination of activities at Cabo Delgado and Nampula Provinces levels.
  2. Ensure sound management of the common pipeline mechanisms in country; including warehouse management, delivery tracking and partnership agreements.
  3. Ensure support to the timely and adequate implementation of the Shelter/NFI Programme activities in line with the Shelter/NFI program strategy, programme guidelines, targets and deadlines, including assessment, pipeline management, IOM’s direct distribution, Cash for Work, and post distribution monitoring.
  4. Provide regular and detailed reports to the Shelter Programme Manager on the implementation of the programme, including progress reports, beneficiary lists in locations, and staff/volunteer activities to enable the implementation of the programme as planned.
  5. Produce and draft documents necessary to implement IOM shelter/NFI programmes, including Standard Operating Procedures (SOPs), reporting templates, material specifications, drawings, and other technical documents.
  6. Liaise with Implementation Partners (IPs, including pipeline partner), monitor IP’s programme progress, and follow up as necessary to facilitate timely and quality data/reports received.
  7. Undertake field visit and liaise with counterparts as per programme requirements.
  8. Compile and draft shelter programme beneficiaries’ stories.
  9. Facilitate close coordination with local government authorities in all phases of the programmes implementation.
  10. Check that the integration of cross-cutting issues such as environment, gender, children, Gender Based Violence (GBV) and other vulnerable groups are considered in the programme implementation.
  11. Facilitate donor visibility in the activities of the Shelter/NFI Programme.
  12. Participate in Shelter/NFI Cluster, donor and Government meetings and contribute to the establishment of partnerships with relevant stakeholders. Take minutes of the meeting and keep track of those meetings for filing and reporting purposes.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:*Education**

• Master’s degree in Management, Supply Chain Management, Business Administration, Civil Engineering, Architecture, International Economics, Development or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in supply-chain management, logistics, operations or in the field;

• Experience in emergency and early recovery shelter programming, project implementation, management including project monitoring and reporting is an advantage.

Skills

• Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), is essential;

• Undertake duties delegated by the respective supervision, hold self-accountable in completion of assigned task and manage resources efficiently;

• Knowledge of the region is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of

Portuguese, French and/or Spanish is an advantage.
