ORGANIZATIONAL CONTEXT

The West Africa Region is facing several recurrent and protracted crises, which combined with the economic effects of the crisis in Ukraine and climate-related disasters, have left the West Africa region in the most severe food insecurity situation since 2014. According to the recent Cadre Harmonise analysis, 48 million people are projected to face food insecurity, 12% higher compared to 2022. The increasing levels of food insecurity are the direct product of escalating conflict and increasing economic volatility. The economic volatility is being driven by the two key issues of sharp increases in food prices (ranging from 5% to 200%) and a reduction in household income. These two issues have resulted in the erosion of households’ purchasing power, driving more and more households into food insecurity.

In line with WFP’s mandate, WFP has been responding to the unprecedented crisis across the region through the provision of food assistance, addressing root causes, and supporting governments to increase their capacity to build resilient and robust social assistance programmes. Recognizing the transformational power of cash assistance for household food security, market development, and gender empowerment, WFP has been increasingly shifting towards the utilization of cash-based transfers (CBT) as a delivery modality.

WFP is the largest agency delivering cash assistance globally, having globally delivered over $3.1 billion USD in 2022. A large body of evidence has now shown that cash has a higher impact than any other type of assistance by placing vulnerable people at the centre of aid and empowering them to meet their essential needs in local markets. Cash assistance places choice directly in the hands of beneficiaries, enabling them to make purchases within their local markets further bolstering local economies.

The RBD (REGIONAL BUREAU DAKAR) region began using CBTs as an assistance modality in 2009 and has steadily grown its use of CBTs over the last 11 years. In 2022, the Western Africa region transferred $426 million USD to over 8.3 million people, which represents 43% of the total regional assistance portfolio.

With a large and growing CBT portfolio, the RBD CBT Strategy for 2021-2023 aims to advance the region’s CBT by moving “Towards a more mature, digital, financially inclusive, and integrated cash programming in the West Africa Region”. This strategy was developed cross-functionally at the Regional Bureau and builds upon initiatives underway within the Regional Bureau and Country Offices, and the global Cash Based Transfer Division priorities for 2021-2022. The intention of the strategy is to provide guidance to the cross-functional teams in the Regional Bureau and Country Offices on key CBT priorities and goals.

ABOUT THE ROLE

A Cash-Based Transfers Programme Policy Officer engages in a broad range of policy and programmatic areas reflective of WFP dual mandate – development and emergency. He/she has the knowledge and skills to deal with various transfer modalities and to apply the most appropriate ones throughout the design, delivery set-up, implementation, and monitoring phases of the project life. The global objective of the cash-based transfers officer is to support countries to end hunger and deliver high-quality programmes basing his/her actions on the concept of cost efficiency and effectiveness. Programme effectiveness is the main driving principle to which CBT advisor refers at any stage of the assistance. Innovative thinking as well as flexibility to effectively adapt to contexts are essential skills required. As all Programme Policy Officers, CBT advisor plays a key role across the policy formulation and programme management to ensure that WFP policy and programming will contribute to an impactful and sustainable change in saving and changing lives.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.

Goals and strategies

United Nations C-130 Hercules transports deliver food to the Rumbak region of Sudan.

The WFP unloads humanitarian aid at the Freeport of Monrovia during Joint Task Force Liberia.

A WFP armored vehicle.

The WFP strives to eradicate hunger and malnutrition, with the ultimate goal in mind of eliminating the need for food aid itself.

The objectives that the WFP hopes to achieve are to:

"Save lives and protect livelihoods in emergencies"

"Support food security and nutrition and (re)build livelihoods in fragile settings and following emergencies"

"Reduce risk and enable people, communities and countries to meet their own food and nutrition needs"

"Reduce undernutrition and break the intergenerational cycle of hunger"

WFP food aid is also directed to fight micronutrient deficiencies, reduce child mortality, improve maternal health, and combat disease, including HIV and AIDS. Food-for-work programmes help promote environmental and economic stability and agricultural production.
