WFP’s Global Strategic Plan 2017-2021 aligns WFP with the 2030 Sustainable Development Agenda and Goals (SDGs). It focuses on ending hunger and contributing to a revitalized global partnership to implement the Sustainable Development Goals (SDGs). Further extensive consultation with the Government and other development partners in Egypt during the second half of 2017 to allow informing and formulating the WFP Egypt Country Strategic Plan for the next 5 years until mid-2023 in line with Egypt’s development priorities, the WFP Egypt Country Office has started implementing the Country Strategic Plan (CSP). The focus of the CSP remains on support to school meals and nutrition support for Pregnant and Lactating Women as integrated part of the national social protection scheme, food assistance for assets and resilience-promotion for smallholder farmers and support to vulnerable Syrian refugees and migrants. To sustain those planned interventions, WFP will be conducting joint monitoring activities with Government representatives of key line Ministries to enforce the concepts of participation, transparency and accountability to its partners. In addition, capacity development activities will be provided to national counterparts and cooperating partners to ensure efficiency, effectiveness and sustainability and raising their capacity to conduct monitoring at the local level.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Language: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

Experience: Has at least 10 years of experience in managing different development programmes in UN Organizations.

ORGANIZATIONAL CONTEXT

This Role is found in Country Office (CO). Job holders report to the Deputy Country Director and lead a varied programme portfolios and activities that include direct management of programmes at Country office level, such job holders will be expected to have an extensive breadth of programme policy, knowledge and experience including strong technical abilities in area of expertise and the ability to credibly influence strategic, policy and operational discussions.

Job holders usually manage a large team, highly strategic profile and requiring advanced leadership, management and technical skills.

JOB PURPOSE

To lead the development and the implementation of different programmes that effectively meet food assistance needs and provide technical advice and oversight on the development and implementation of related policies, strategies and operations.

KEY ACCOUNTABILITIES (not all-inclusive)

  • In Line with both organizational strategy and the practical realities of operating in the field; translate WFP-wide programme policy into Country level practices, programme guidance, implementation modalities and operations.
  • Heading the programmes’ different units leading the different strategic outcomes (Access to food for school children, Food Security for Refugees Nutrition improvement, vulnerable small holders’ farmers and Bedouin for resilient livelihood)
  • Provide solid technical advice and leadership role on a broad range of strategically important related policies and programme issues (including assessment, analysis, the choice of objectives, activities, transfer modalities and appropriate food products, the deployment and testing of innovative approaches and the development of related strategies) to support government’s efforts to reduce hunger and malnutrition
  • Assist senior stakeholders of governments and other partners in identifying where food assistance can be usefully employed, provide support and technical expertise to strengthen government and community ownership and effectiveness of food security and nutrition programmes at national and sub-national levels.
  • Identify, develop and nurture strategic and operational partnerships to identify opportunities for collaborative approaches and initiatives that improve assistance packages and support advocacy work.
  • Enhance WFP’s leadership status in different forums on subjects related to food security, nutrition, livelihoods, resilience, engagement in humanitarian and other related issues, through direct participation, briefings, information on products and other materials.
  • Organize and coordinate with VAM to Monitor and oversee operational research and evidence building on issues relevant to food assistance to advocacy for WFP and to strengthen policy and programme formulation.
  • Organize and coordinate with VAM to Monitor and oversee the preparation and dissemination of timely critical reports, publications, variety of information and proposals for internal or external use to present a consistent picture to internal and external stakeholders and to enable informed decision-making.
  • Advocate for resources mobilizations efforts for a broad portfolio of WFP projects including clearly articulating the need for food security and related programme opportunities, and follow up on the resource situation of projects including commodity, cash availability and ensure the best use of assigned financial resources for achieving the set objectives within a significant budget
  • Support and advice the development of functional training in areas of expertise to enhance the capacity of WFP staff and partner to design and deliver effective food assistance programmes
  • Take responsibility for incorporating gender perspectives in all areas of work, to ensure equal participation of women and men.
  • Contribute to CO Emergency Preparedness i.e. early warning, risk analysis, and contingency planning to respond to humanitarian crises and needs
  • Lead and motivate large team of Program Policy Officers, providing coaching, training and guidance to ensure appropriate development and enable high performance.

The World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.

WFP was first established in 1961[4] after the 1960 Food and Agricultural Organization (FAO) Conference, when George McGovern, director of the US Food for Peace Programmes, proposed establishing a multilateral food aid programme. The WFP was formally established in 1963 by the FAO and the United Nations General Assembly on a three-year experimental basis. In 1965, the programme was extended to a continuing basis.

Organization

The WFP is governed by an Executive Board which consists of representatives from 36 member states. Ertharin Cousin is the current Executive Director, appointed jointly by the UN Secretary General and the Director-General of the FAO for a five-year term. She heads the Secretariat of the WFP. The European Union is a permanent observer in the WFP and, as a major donor, participates in the work of its Executive Board.

Its vision is a "world in which every man, woman and child has access at all times to the food needed for an active and healthy life."

The WFP has a staff of about 11,500 people, the majority of whom work in remote areas.
