ORGANIZATIONAL CONTEXT
| BACKGROUND AND PURPOSE OF THE ASSIGNMENT: The Democratic Republic of Congo (DRC) is the second largest country in Africa, covering an area of 2.34 million km². The population is an estimated 71 million people. Although the country possesses vast resources, a high proportion of the population (about 63.4 percent) live below the poverty line (under USD 1.25 a day) and is unable to meet its basic needs.
The situation in the country is fragile and the development challenges are major. The DRC is ranked 152nd out of 163 countries on the 2016 Global Peace Index and in terms of democracy, it is ranked 157th out of 167 countries on the 2015 Democracy Index of The Economist. On the Fragile States Index 2015, the DRC is listed in the category of “greatest concern and urgency”, with widespread conflict and insecurity caused by the struggle for the control of natural resources, access to land, ethnic tensions, and the activism of armed groups.
Poverty, conflict, displacement and vulnerability continue to undermine food and nutrition security for a growing number of Congolese people, particularly women and children. Despite considerable efforts by national and international partners, the food and nutrition crisis is deepening making it more and more difficult not to leave no one behind. The agricultural sector, pillar of the DRC economy, was destroyed due to armed conflict. Today, the sector is predominantly characterized by subsistence farming and smallholder agriculture on small and fragmented parcels of land. Farmers have very limited access to credit, agricultural inputs and equipment, and almost no incentive to invest in producing surpluses
To address these challenge, the World Food Programme in the Democratic Republic of Congo adopted new strategies in the face of shocks and crises, in ways that preserve the integrity of individuals, households and communities with a focus on merging humanitarian and development programming to better address overlapping risks and stresses. The World Food Programme focuse on investing in empowering households/communities to reduce, mitigate and manage their risks in order to reduce the need for emergency assistance the medium and long terms.
Since the World Food Programme in the Democratic Republic of Congo is systematically increasing its efforts to build resilience through Asset Creation, P4P and Home Grown School Meals interventions.
The World Food Programme in the Democratic Republic of Congo therefore seeks to strengthen its capacity to ensure the momentum created in creating productive assets, supporting agriculture and School Meals. The World Food Programme is seeking services of an experienced and versatile person responsible Programme Policy Officer to oversee the Resilience and Safety Net activities in North Kivu; including the P4P activities, Asset Creation and Home Grown School Meals. The Resilience and Safety Net Programme Officer will work in close relationship with the other Rome Based Agencies, the local government and the key partners. |
JOB PURPOSE
Objective
The World Food Programme in the Democratic Republic of Congo is enhancing its technical and programming capacity to design, implement and coordinate resilience and safety with a dedicated Unit at Country Office (CO) level and technical staff in Area Offices (AO). The Programme Officer – Resilience and Safety Nets will focus on providing technical guidance and support to WFP’s Food Assistance for Assets (FFA), P4P, SAFE and Home Grown School Meals in North , South Kivu Offices and Tanganyika.
The Programme Policy Officer Resilience and Safety Net, (Asset Creation, P4P, SAFE and School Meals) will be responsible:
- design and manage Resilience and Safety Net programmes (Asset Creation, P4P, SAFE and School Meals) that strengthen livelihood and promote self-reliance and resilience of targeted households and communities,
- contribute to policy formulation and/or provide technical advice or oversight on programme strategy and implementation on resilience and safety net.
- In relation to School Meals, to advance the programme’s approach and role in developing school meals as a safety net and nutrition sensitive programme in North and South Kivu.
- Oversee the implementation monitoring and evaluation activities at the AO level, this includes enhancing resilience and safety net staff in North, South Kivu and Tanganyika’s understanding of the funded project M&E strategy (that moved towards less rigid process monitoring to more structured outcome monitoring, third-party/outsourcing process monitoring), strengthening monitoring planning in line with minimum monitoring requirements, data collection/management and use of field findings for programme/activities management , etc.
Reporting line: Under the direct supervision of the Head of Programme in Goma and under the technical supervision of the Head of Resilience and Safety Net unit at Country Office, the Programme Policy Officer – Resilience and Safety Nets will coordinate all the North, South Kivu and Tangnyika Resilience and Safety Net Programmes by bringing existing WFP strategies into the county and region context through the following tasks:

Project cycle
- Contribute towards analysis of the project resilience and safety net proposals to enable effective decision making on project technical feasibility;
- Lead technical revision of proposals and submission to LPRC;

M&E
- Oversee the implementation monitoring and evaluation activities at the AO level, monitoring planning, data collection, analysis, performance mangement (APP);
- Supervise data collection and contribute to the preparation of accurate and timely reporting on outputs to facilitate informed decision-making and consistency of information presented to stakeholders including information for a database;
- Supervise the monitoring of projects through field visits, review of back to office reports and provide necessary technical support to address reported issues;
- In liaison with the WFP Monitoring and Evaluation Unit, ensure the establishment and maintenance of a sound (beneficiaries, projects, achievements);
- Prepare evidence-based recommendations on measures to improve guidance materials (e.g. manuals) on project implementation;
- Partnership
- Support building of partnerships with other UN agencies, NGOs & Government to improve synergy and impact of projects;
- Support county government develop policies, strategies to guide food security programming;
- Liaise with internal and external counterparts to ensure effective collaboration, monitor ongoing projects and highlight potential risks to project delivery;
- Support the identification, development and management of potential partnerships to promote quality Project;
Procurement
- Work closely with AO procurement, CO Resilience unit and CO procurement providing technical guidance that support procurement of quality non-food items and ensure they are supplied timely to the communities for effective implementation of Asset Creation projects;
- Supervise the review items accounting documents for Non-Food Items (NFI) from WFP stocks and partners to ensure completeness and accuracy before submitting.
Donor visit
- Support the Head of Area Office and CO in organizing field missions for donor/media/Senior WFP management and ensure that WFP staff, partners’ agencies and congolese government staffs are informed on time and provide sufficient relevant information including inputs for donor briefs in relation to activities.
Reporting
- Regular updates and reports on progress of the resilience and safety net activities for internal and external uses
Innovation
- Provide support to SCOPE, CBT expansion to resilience and safety net activities;
- Support the AOs to materialize the new ideas (e.g. nutrition sensitive intervention);
- Support the implementation of holistic nutrition approach through the integration of nutrition intervention within WFP and with other sectors;
Asset Creation duties
Management
- Identify and design assets creation/ resilience building activities which respond to the needs of P4P and partner(s) supported smallholder/ low-income farmers and other farming communities in WFP’s and partners’ intervention areas, and link these to various sources of demand;
- Act as a point of contact for resolution of a range of operational queries and problems within the specific technical area of responsibility of Asset Creation;
- Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis;
- Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines;
Community Based Participatory Planning
- Undertake capacity gap needs assessment of Asset Creation partners and organize capacity building programmes (workshops, training, exchange visits etc.) to address these gaps, especially;
- Lead the timely implementation of the Community Based Participatory Planning exercise ensuring compliance with the wider WFP policies, procedures, guidelines and operations;
- Support County government and WFP Cooperating Partners in designing quality Asset Creation projects that address the underlying causes of food insecurity;SAFE duties
Technical
- Coordinate SAFE-related activities: production and/or dissemination of stoves and alternative fuel, training of end users and follow-up, regularly;
- Review the uptake and impact of the new cooking technology and practices;
- Coordinate efforts to integrate SAFE approach and objectives into relevant fields such as: 1) protection; 2) the environment; and 3) livelihoods;
- Continue to explore the most effective and context-appropriate cooking technologies, including the possibility of local production;
- Train/sensitize WFP staff on SAFE and conduct additional assessments, as necessary;
Management
- Oversee all aspects of the SAFE programme, including staffing, funding, planning and implementation, and monitoring and evaluation of implemented activities;
- Liaise with and overseeing the work of cooperating partners;
- Ensure monitoring and evaluation of both the programme and the impacts of the stoves and other SAFE-related activities on the lives of users, with a focus on: fuel and other savings; protection risks associated with collection, provision and use of fuel for cooking;
- Liaise with key actors (UN Agencies, NGOs, private companies, research institutes and Government.
- School Meals duties
- Oversee the implementation and monitoring of school meals programme that help the increase children’s access to learning opportunities and improve nutrition status;
- Strengthen partnership with education stakeholders such as UNICEF for supporting creating conducive learning environment (school materials, book, capacity building of teachers,etc), WHO for derworming, with FAO on supporting links between school meal and school garderns and local agricultural production;
- Ensure capacity and knowledge strengthening of governement counterparts and cooperating partners;
- Work closely with the CO Resilience/Safety Net unit to explore the better ways to reach beneficiaries such as by using CBT for example for take-home rations, etc;

P4P duties
- Oversee all aspects of the P4P programme in North and South Kivu, including ensure compliance with WFP policies and procedures;
- Provide support and guidance to project team in North and South Kivu and supervise project staff in the field;
- Contribute to the development of business linkages amongst P4P’s target smallholder/ low-income farmers and other potential markets beyond WFP, particularly School Meals.
- Collaborate with the Procurement Unit of WFP CO;
- Coordinate with relevant partners training and capacity building activities targeting P4P and partner(s) supported FOs and farming communities as required
QUALIFICATIONS & EXPERIENCE REQUIRED:
| Education: | Advanced University degree in University Degree in Agriculture with special focus in one of or more of the following areas: Agricultural Economics, Agri-business, Agricultural Marketing or any other related discipline from a recognized institution; and preferably with a post-graduate or Master degree. |
| Experience: | A minimum of 5 years relevant experience at increasing levels of responsibilities. Experience delivering training is an advantage. Has deepened technical knowledge through exposure to technical teams. Has taken leadership of implementing programmes. |
