Organizational Setting

• The Position:

The Programme Specialist oversees delivery of UNFPA’s integrated programme and technical services on ASRH in partnership with in-country implementers. The Programme Specialist will lead the Adolescent and youth Development programme team and collaborate with the Country Office’s operations and administrative support staff. S/he works under the overall guidance of the Representative and the direct supervision of the Assistant Representative.

• Job Purpose:

Working within UNFPA Ethiopia Country Office (CO) environment, the Programme Specialist will ensure the effective management and articulation of UNFPA interventions in the areas of Adolescent and Youth Development (SRHR, HIV/AIDS, Youth Empowerment including in Humanitarian settings) into other programmes as well. The Programme Specialist analyzes and assesses relevant political, social and economic trends and provides substantive inputs to policy dialogue, project formulation, monitoring and evaluation, joint programming initiatives and national development frameworks in the areas of ASRH HIV prevention and youth empowerment. S/he ensures and guides the appropriate application of UNFPA systems and procedures.

Employing your programme management experience, the Programme Specialist will oversee the work of the SRHR programme team as well as consultants, advisors, and experts. S/he will establish and maintain collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.

Main Tasks & Responsibilities

You would be responsible for:

The Programme Specialist will:

• Provides leadership and technical support to the design, development implementation and reporting/documentation of ASRH, HIV and youth development programmes and to ensure the mainstreaming into national policies, strategies and frameworks;
• Contributes to enhancing national capacity to mobilize and obtain social and political support for national policies and programmes in the field of young people, HIV prevention and youth development;
• Contributes to overall management and coordination, system strengthening on ASRH, HIV prevention and youth development efforts.

Technical Leadership and Support:

• Advise the Country Representative/ Deputy Representative and Assistant Representative on all issues regarding SRHR for Adolescent and Youth including in humanitarian setting in the context of the national policies, strategies and programs.
• Analyze and interpret policies, strategies, national plans and development frameworks to strategically position the supports and interventions of UNFPA on SRHR of Adolescents and Youth.
• Coordinate the sexual and reproductive health and rights (SRHR) of Adolescent and youth outcome area of the Country Programme of UNFPA Ethiopia Country Office
• Provide technical services and arrange technical backstopping with UNFPA HQ and Regional Office regarding SRHR for Adolescent and youth programme.
• Reviewing the political, social and economic environment relevant to UNFPA programme activities, and pursuing opportunities for UNFPA assistance and intervention.
• Establishes, strengthens and monitors collaborative relationships and partnerships with other UN agencies, implementing partners, technical experts, government/non-government counterparts, academia, research and training institutions, centers of excellence and professional societies in the country.
• Actively participate in the development and updating of guidelines, standards, tools, manuals and approaches as required in the field of ASRH, HIV prevention and youth development;
• Prepare reports for HQs, Regional Office, Government and donors as required;

Enhancing National Capacity:

• Ensuring effective knowledge management strategies are implemented by the SRHR for Adolescent and youth programme team, capturing lessons learned and best practices for future planning;
• Foster knowledge management through conducting research, evaluating programs, documenting and sharing of lessons learned, good practice and effective strategies on SRHR for Adolescent and Youth programme
• Organize and participate as a resource person in advocacy meetings, round-tables, training workshops and other meetings related to specific ASRH, HIV prevention and youth development issues;
• Provide technical updates, training and mentoring for partners in relevant programmatic and technical areas related to young people and HIV prevention;
• Support the national adaptation of training materials, manuals and tools in HIV prevention and young people and promote their use for capacity development;

Management and Coordination:

• In collaboration with Government counterparts, NGOs and other partners, overseeing the design and implementation of the country programme and its component projects, aligning with Government priorities and UNFPA programme policies and procedures.
• Overseeing achievement of the SRHR for Adolescent and Youth programme results by ensuring appropriate policies are applied and monitoring and oversight mechanisms are established and implemented.
• Assessing implications of new policy developments and strategies on programme execution, and ensuring their integration.
• Overseeing programme implementation; establishing partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of programme inputs.
• Prepare quarterly and annual reports on program implementation and financial status and provide technical support to IPs in the preparation of their Annual Work Plans (AWPs)
• Conduct regular technical supportive supervisory and monitoring visits to IPs in collaboration with other UNFPA staff and partners to improve the quality of programming and service delivery;
• Monitor program expenditures and disbursements of funds to ensure delivery as per the approved budget;
• Represent UNFPA in the technical working group, inter-agency task force, UN theme group and other relevant forums; when required;
• Participating in advocacy and resource mobilisation efforts of the Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related meetings and public events.
• Ensures that there is synergy and complementarity between UNFPA programmes on Adolescent and Youth and other interventions on the ground;
• Coaches and supervises professional and support staff in the youth and HIV unit; responsible for staff performance and advises on development needs;
• Responsible for overseeing all activities within a team and providing guidance, instruction, training, and leadership skills to inspire the team to perform at their optimum;
• Undertake other activities as assigned by the immediate supervisor.
