UNICEF’s role in planning, measuring, tracking, and reporting results for children requires the ability to gather, integrate, and share information between multiple actors. The demands for real-time information and problem solving with partners is vital to this process, especially in humanitarian action. While some country offices have attempted to address these needs individually in the past, eTools is the only institutionally supported platform built for this purpose.

eTools is a platform designed and built by UNICEF to strengthen the way it works with partners in execution of the Harmonized Approach to Cash Transfers, enabling better management of both government and civil society organization (CSO) partnerships and therefore, better results for children.

eTools development follows a phased and modular approach to software development, with releases based on an agreed set of prioritized modules and features. With eTools being incrementally introduced to country offices since 2016 onwards with many additional COs in the region adopting in 2019, the need for professionals in product rollout and support is vital.

How can you make a difference?

Assist COs in the process of adoption of eTools. Once adopted, provide to COs continued technical support, and training in newly developed modules. Serve as liaison with the eTools team in the Field Results Group at NYHQ in identifying needed enhancements or adjustments to the various modules. This post will be responsible for:

  1. Maintaining relationships with country offices adopting or having adopted eTools
  2. Advising offices on guidelines for adopting eTools and utilization of the system in a country office
  3. Resolution of technical issues encountered by users (whether by the s/m or via support from unitsat HQ)
  4. Addressing high level needs by eTools users to Product and Engineering teams
  5. Defining standard procedures and optimizing rollout processes, and
  6. Liaise/communicate with eTools team at FRG in NYHQ.

1.Adoption of eTools and Systems Utilization and Management at CO level – Field Support

  1. Support COs in preparing to adopt eTools and during the adoption process.
  2. Once eTools is deployed in the CO, provide ongoing technical support as needed
  3. Carry out training in eTools modules via Skype and during CO Missions or other venues
  4. Support the development of quality training materials (CO-specific), using feedback from COs and integrating this into training and support packagesProvide support in development of CO-specific SOPs for eTools

2.Programme development and liaison with eTools Team, FRG

  1. Support in the management of eTools rollout activities, including requirements gathering, and establishment of (continued) business case for eTools.
  2. Liaise closely with the Product Team in terms of eTools guidance, uptake, and field responsiveness,
  3. Support trainings and training of trainers activities at regional levels in support of e-Tools rollout
  4. Report monthly, quarterly, or annually (as required) to FRG for global reporting purposes.

3.Capacity strengthening

  1. Liaise with technical staff in M&E, partnership management, ICT, and operationsWithin UNICEF and in partner organizations to facilitate mutual learning in theapplication of country level eTools adoption frameworks to best practices.

Impact of Results

This role enables COs to maximally benefit from eTools, the platform specifically developed to respond to the needs of data management for partnerships with both government and CSOs relevant to the execution of the Harmonized Approach to Cash Transfers. Corporate applications like e-Tools are designed and built by UNICEF to strengthen the way it works in managing programme activities for best results for children; this application along with the further development of eTools platform and capacity development for staff and partners are key in the overall implementation of UNICEF’s programmes at the Regional and Country Office level, the lack of the provision of these platforms can only result in the delay and inefficiencies in UNICEF’s efforts at RO/CO level.

To qualify as an advocate for every child you will have…

Education:

Advanced university degree in any of the following: Social Sciences, Public Administration, Business Administration, International Relations, International Humanitarian Law, Development Studies, Community Development, Anthropology, Public Health, Education or other fields related to the work of UNICEF.

Undergraduate degree with additional work experience will be considered in lieu of advanced degree.

Experience:

At least 5 years of progressively responsible professional work experience in international development and/or a global system deployment with proven ability to manage projects involving many stakeholders. Experience in a UN organization is an asset.

Language Requirements:

Fluency in French and English is required. Knowledge of another official UN language is an asset.

It is estimated that 92 per cent of UNICEF revenue is distributed to programme services.UNICEF's programmes emphasize developing community-level services to promote the health and well-being of children. UNICEF was awarded the Nobel Peace Prize in 1965 and the Prince of Asturias Award of Concord in 2006.

Most of UNICEF's work is in the field, with staff in over 190 countries and territories. More than 200 country offices carry out UNICEF's mission through programmes developed with host governments. Seven regional offices provide technical assistance to country offices as needed.
