Organizational Setting

The National Programme Specialist post is located in the Kenya Country Office (KCO) and reports to the Representative, who provides overall direction and guidance.

Job Purpose

In line with the UN/UNFPA policies and guidelines, the National Programme Specialist performs various tasks and provides vital technical inputs to all activities pertaining to external relations and private sector partnership. In collaboration with the Deputy Representative, the National Programme Specialist assists the country office in mobilizing resources and partnerships in support of UNFPA Mandate and Programming in Kenya

Main Tasks and Responsibilities

The National Programme Specialist shall perform the tasks indicated below to strengthen UNFPA’s capacity in supporting donor relations and private sector partnerships:

  • In collaboration with colleagues and close consultation, as appropriate, with Government counterparts, NGOs and other partners, the Programme Specialist oversees the formulation and design of the UNFPA Kenya Resource Mobilization and Partnership Committee and its component in line with the Country Office priorities and according to UNFPA programme policies and procedures. Oversees achievement of resource mobilization efforts by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented;
  • Reviews, in collaboration with colleagues in the Country Office, the political, social and economic environment relevant to population and development, reproductive health and gender, and pursues opportunities for UNFPA resource mobilization and partnerships. Assesses implications of new policy developments and strategies on resource mobilisation and ensures appropriate implementation;
  • Oversees resource mobilization and partnership plan implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery, and addressing training needs of project personnel;
  • Ensures the creation and documentation of knowledge about current and emerging resource mobilization trends relative to the UNFPA mandate in population development, RH and gender, through the analysis of donors, development partner, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies.
  • Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.

Qualifications and Experience

Education:

  • Advanced University Degree in Social Science, Political Science, Public Health or related field

Knowledge and Experience:

  • A minimum of five years of progressively responsible professional working experience in programme planning, management, monitoring and evaluation, in a related field.
  • Proven capacity in the area of resource mobilization and leveraging of national partner resources
  • Strong understanding of private sector partnership and innovation for development
  • Understanding of UNFPA core-mandate areas and experience in ICPD programming
  • Good analytical skills and ability to interpret complex socio-cultural backgrounds as well as quickly obtain an overview of a variety of activities and approaches of national and international actors.
  • Demonstrated leadership, facilitation, and team working skills and ability to establish harmonious working relations in an international and multicultural environment, both within and outside UNFPA
  • Ability to transfer skills to team members to further enhance existing skills.
  • Communication skills especially for transfer of knowledge, and
  • Fluency in spoken and written English.
  • Experience of the UN system is an added advantage

Much more needs to be done to ensure a world in which all individuals can exercise their basic human rights, including those that relate to the most intimate and fundamental aspects of life.

Ensuring every pregnancy is wanted

Few things have a greater impact on the life of a woman than the number and spacing of her children. That’s why international agreements going back decades affirm that individuals should have the right (and the means) to freely decide when (or if) to start a family and how many children to bear. Yet, in this new century, some 225 million women who want to avoid or delay childbearing still lack access to the quality services and supplies needed to manage their fertility.

Supporting maternal health

We know how to save almost all women who die giving life. The first step is to ensure they can plan their pregnancies and space their births. Skilled birth attendance at delivery, with backup emergency obstetric care and essential supplies in place, is also critical.

Perhaps the most challenging aspect of reducing maternal death and disability is finding ways to reach all women, even those in the poorest, most remote areas, or in times of natural or man-made disasters. This involves bolstering health systems. It is also critical that pregnant women are able to access all the care they need, from prenatal HIV testing to post-natal care for newborns, at the same clinic or health centre. This approach saves money and saves lives.

Helping young people fulfil their potential

Young people from age 10-24 constitute a quarter of the world’s population (2014).  Their reproductive choices will shape future demographic trends.

UNFPA advocates for the rights of young people, including the right to accurate information and services related to sexuality and reproductive health. Empowered with knowledge and skills to protect themselves and make informed decisions, they can realize their full potential and contribute to economic and social transformation.
