Scope of Work
The Programme Specialist for Sexual and Reproductive Health (SRH) and Gender Base Violence (GBV) post is located in the UNFPA Sabha Sub-Office. You will be the principal adviser and manager at the sub Country Office level for integrated programme in sexual and reproductive health and reproductive rights. You will work in an integrated manner with the technical and programme staff in the Country Office.
You will report directly to the Programme Coordinator.

Role objectives

Technical Support and Capacity Building
• Provide analysis of the political, social and economic environment relevant to sexual and reproductive health and gender based violence, and identify opportunities for UNFPA assistance and intervention.
• In collaboration with Government counterparts, NGOs and other partners, the Programme Specialist oversees the formulation and design of the country programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures. Oversees achievement of programme results by ensuring appropriate policies and procedures are applied by programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented.
• Oversees project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing training needs of project personnel.
• Help to identify gaps and opportunities to increase knowledge and use of Family Planning (FP) and SRH products and services among vulnerable populations, including young people, at all levels of the health sector including partnerships with local and international NGOs and faith-based organizations.
• Help to identify gaps and opportunities to increase access to and utilization of GBV case management services especially psycho-social support, mental health, medical case management and legal assistance.
• Support developing proposals and engage in resource mobilization efforts to support joint programming and strengthen coherence in programme delivery.
• Provide technical support to the development of relevant advocacy and policy documents to address SRH and GBV needs and broader gender issues at the district/township level.
• Contribute to strengthening local capacity to support peace building activities in Sabha with particular emphasis on supporting the participation of women and girls.
B. Partnerships and Coordination
• Actively participate in health and GBV meetings, consultations and workshops, provide feedback on SRH and GBV issues at sub-national and local level to government departments, local authorities and other key stakeholders.
• Coordinate the mapping of stakeholders and social and health service facilities relevant for SRH service provision and GBV prevention and response
• Liaise with sexual and reproductive health staff and GBV specialists/advisors in other agencies and organizations (including government, UN agencies, national and international NGOs and women’s groups) for coherent programme intervention and integration of SRH and GBV.
• Coordinate with RHSWG and GBV SWG actors to conduct rapid assessments, analyze results, and plan emergency response.
• Explore areas of Good Practices and Success Stories arising from the program implementation and coordination at national, sub-national and community levels and provide the necessary support for documentation;
C. Monitoring and Evaluation
• lead the programme team at Sabha Sub-office, whether staff or short-term consultants, in both substantive and operational issues ensuring optimization of human and financial resources and promoting a culture of results with highest performance standards;
• Perform spot-checks and regular field visits to projects’ sites and partners when the security context allows for and report any risk or challenges observed to the program coordinator;
• Manage budget and expenditures in order to accomplish programme within budget.
• Close monitoring of the projects in the system, draft annual work plans, quarterly reports, and other donor reports as needed or requested.
• Perform any other duties as assigned by UNFPA.
• Within the framework of the EU-funded project in Libya, maintain close communication with local partners in Sabha and the national authorities, draft progress reports, and directly supervises activities implemented in Sabha.
Carries out any other duties as may be required by UNFPA leadership.

Key competenciesEducation: Advanced University degree(Master) in Social Work, Sociology, Anthropology, Public Health, and/or other related social science field;

Experience:
• Minimum 2 years of experience in managing adolescent and youth programmes.
• Strategic and operational field experience in adolescent and youth sexual and reproductive health policy and planning, provision of technical advice, national capacity development and management of adolescent and youth programmes.
• Demonstrated experience in programme/project planning design, follow up, monitoring and evaluation.
• Strong interest in development work, especially the mission of the United Nations Population Fund and dedication to the principles of the United Nations.
• Knowledge and experience working with the United Nations system would be an advantage.
Language: Fluency in written and spoken English and Arabic
Computer Skills: Advanced skills in office software applications and web-based management
