Country and Project Background 
The Nigeria Country Office in Abuja, started operations in 2008, through the DFID/UKaid funded support to National Malaria Programme, SuNMaP (2008 – 2016). The office had presence in 23 states of the country and has managed at various times, about 15 projects specifically in the following areas:

  • Malaria control/elimination
  • Integrated community case management (iCCM) for malaria, pneumonia and diarrhoea
  • Nutrition
  • Neglected tropical diseases (NTDs)

New programmes with different mechanisms of implementation are starting or about to start. These projects include the Global Fund malaria grant, SuNMaP 2, BMGF, WB IMPACT project etc., and pose unique risks to the operations of the country office.

Job Purpose

  • To examine and evaluate the adequacy, effectiveness and efficiency of the country office projects’ systems and procedures to ensure compliance to MC and donors (Global Fund, DFID, BMGF etc.) rules and regulations and recommend corrective actions to improve operations, quality of implementation (including technical quality), enhance internal controls and reduce costs where possible. This will involve identifying and evaluating risks and advise on major anticipated risks and relevant and feasible mitigation actions.

Scope of Work

  • The Programmes Compliance Manager is responsible for checking compliance to MC and donors (Global Fund, DFID, BMGF, WB etc.) rules and regulations as well internal processes and procedures ensuring internal and external risks related to the country office projects (especially Global Fund and DFID) are adequately identified and managed at the country office but also by our partners.
  • The objective of the role is to provide quality assurance but needs to support management to adopt realistic solutions which address the root causes of major identified risks.

Key Working Relationships:

  • The Programmes Compliance Manager will report to the West and Central Africa Programmes Director with a dotted line reporting to TBC.
  • The Programmes Compliance Manager will regularly interact with the senior management team (WCAPC, CTC, Country Finance Manager, Office Manager, HR Manager) to check the fully compliance to MC and project policy and procedures as it applies to their thematic areas (technical, finance, operations, HR, PSM, management, M&E etc.) and accuracy and completeness of data stored and shared externally with donors.
  • This position is also expected to work closely with the management, technical and operations team in country.
  • The Programmes Compliance Manager will be required to work with the donors of current MC Programmes (primarily DFID and Global Fund) to understand donor rules & regulations and liaise with relevant partners and colleagues at Malaria Consortium to ensure the requirements are met.
  • The function of the role will expand to cover other donors as the portfolio of projects in country office increases.

Key Accountabilities
Programme Compliance (60%):

  • Work with the West & Central Africa Programmes Director to review the existing Global Fund and DFID rules and regulations
  • Develop quality assurance assessments detailing the scope, nature and timing of donor rules and regulations in conjunction with the WCAPD
  • Conduct reviews to assess the adequacy, effectiveness and efficiency of the established processes and procedures in accordance with MC policies and donor requirements
  • Identify key areas of risk within the programmes and propose appropriate measures to mitigate the risks and monitor their implementation
  • Work with management and project teams to identify root causes of major risks which are identified and collaboratively determine solutions
  • Develop risk mitigation plan and take the lead in following – up on appropriate staff in ensuring the plan is implemented to prevent risk before they happen
  • Review the accuracy, timeliness and relevance of financial, technical, operational and other information and disclosures provided to management including value for money
  • Discuss quality assurance assessment findings and recommendations with line managers and report significant issues to senior management with advice on relevant and feasible recommendations
  • Prepare quality assurance reports outlining findings and action plans.
  • Monitor the timely implementation of the management actions recommended in the quality assurance reports
  • Provide senior management with an opinion on the adequacy, effectiveness and efficiency of the internal processes in the country office and its projects including findings from donor audits and issues arising from incident reporting

Continuous Improvement (15%):

  • Assist in ensuring compliance with following internal and external processes, including identifying training needs for staff
  • Conduct ad-hoc checks and reviews as requested by the organisation’s senior management
  • Participate in the donor audit meetings as appropriate
  • Liaise with the donors on internal control issues
  • Promotes a country office -wide culture of compliance and risk management and leads the development and execution of compliance processes and ensure the right tools and resources are in place for project success.
  • Advises project management and general staff on critical intersections between project implementation and compliance issues, based on knowledge of organizational policy, donor regulations, and specific award terms and conditions.
  • Provides professional expertise in contract implementation and sub-award management to ensure full compliance with MC and donor rules and regulations

Reporting (10%):

  • Report on internal process issues and the implementation of quality assurance action plans to the West and Central Africa Programmes Director

Main interactions with other functions/ external entities (15%):

  • Frequent interaction with all personnel in the country office including, senior project management, the Nigeria Management Team as well as the Internal Audit Manager
  • Frequent interaction with the heads of sub-partners, and key officers in charge of specific functions in partner government agencies
  • Interaction with donors to ensure compliance with regulations.
  • Support the external audit process as appropriate

Person Specification 
Qualifications and Experience

Essential:

  • General and Public Administration, Auditing/Accountancy, Programme Management qualification or equivalent
  • Minimum of eight years’ experience, with at least three years in a managerial position
  • Significant experience of working with donors and Grants.

Desirable:

  • Knowledge of the NGO sector
  • Experience of working in an international context
  • Knowledge of Global Fund and DFID rules and regulation including the financial and technical reporting requirements
  • Certification in Compliance and Risk Management preferred.
