GIZ- Social and economic reintegration of ex-combatants and conflict-affected groups in Ethiopia

 

The project “Social and economic reintegration of ex-combatants and conflict-affected groups in Ethiopia” responds to the request of the Prime Minister of Ethiopia to the Federal Government of Germany to support the reintegration of disarmed and demobilized ex-combatants. The promise of reintegration support for former insurgent groups is part of the Ethiopian Government’s peace initiative. Supporting the Government in delivering on that promise, and helping the members of these insurgent groups to regain a civilian life therefore contributes to maintaining the momentum of the peace initiative. Derived thereof, the main objective of the project is ex-combatants from Ethiopian resistance groups receive effective support to promote their social and economic reintegration. The methodological approach of GIZ’s technical support is to strengthen the capacities of the government and relevant national and regional institutions to deliver on the promise of reintegration support, while extending individual capacity building support to ex-combatants.

 The project is broken down in three fields of activity:

(1) improving the capacities of the governmental Project Office for Reintegration and its regional counterparts, including the development of standards, procedures and implementation strategies;

(2) supporting the social reintegration of ex-combatants through an Information, Counselling and Referral System (ICRS);

(3) supporting the professional reintegration of ex-combatants through life skills and vocational training, as well as technical assistance in entering the labor market.

Responsibilities

The Project Advisor is responsible for

  • Consolidating planning and monitoring of all activities of the project
  • Supporting the project manager in implementing the measures in all three fields of activity of the project
  • Providing continuous analysis of the developments in the environment of the reintegration process
  • Providing support in implementing daily operational aspects of all issues related to the project

Tasks

 The Project Advisor performs the following tasks:

Planning and monitoring

  • contributes to the development and continuous update of the project operational plan, consolidating all relevant information
  • consolidates and adapts information for reports, documents and recommendations
  • helps synchronize the planning and budgeting system
  • supports project monitoring and updates information on progress, documents and reports regularly on results
  • develops and organises quality assurance measures and suggests necessary changes, improvements and initiatives

Implementation of project activities

  • prepares and conducts project activities
  • identifies and pre-evaluates potential service providers, implementing partners and regional structures
  • prepares Terms of Reference for international and national consultants according to the technical and conceptual needs, follows up on deliverables, and monitors the quality of outcomes
  • regularly consults with the GIZ Office on contracts related to project activities
  • ensures that expenses for specific project activities are in accordance with the prevailing provisions
  • prepares and attends meetings, workshops and events of GIZ project partners, international donors and other entities
  • coordinates closely with Project Office for Reintegration

Knowledge Management

  • provides input to reports and the M&E system of the project
  • develops and maintains close communication with all important stakeholders, including project partners, international donors and other entities
  • produces documents, concept notes, briefings and presentations

 

Other duties/additional tasks

  • assists other experts as translator, if necessary
  • assists the project with administrative, organisational and management issues; performs other duties and tasks at the request of management
  • adheres to/assists in implementing GIZ corporate principles, procedures and systems, and ensures compliance with Processes and Rules (P+R)

Job Requirements

Required qualifications, competences and experience

 Qualifications

  • University degree in relevant area (peace and security, social sciences, development studies, or a related field)

 Professional experience

  • At least 5 years’ professional experience in a comparable position

 Other knowledge, additional competences

  • Fluency in English, Oromifa and Amharic required; German is an asset
  • Excellent writing and presentation skills
  • Very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • Willingness to travel across the country
  • Willingness to upskill as required by the tasks to be performed; corresponding measures are agreed with management
  • Strong interpersonal skills and team spirit
