Our client in Mozambique is implementing a Community Engagement and Policing (CEP) project that seeks to strengthen community security and stability in communities affected by violence in the Northern Region of Mozambique through police capacity building and community engagement. The objective of the intervention is to contribute to building resilience to violence in communities and increase law enforcement’s positive relationships with communities in Cabo Delgado.
The activities are planned to be implemented across multiple districts and communities, and will require significant coordination, networking, and liaising responsibilities in addition to technical, operational and management oversight.
Under the overall supervision of the Head of Programme and Operations and the direct supervision of the Programme Manager (Immigration and Border Management (IBM)) the successful candidate will support the implementation and monitoring of our client’s Mozambique’s Community Engagement and Policing (CEP) program and projects in the Northern region of Mozambique. The position will be based in Pemba,Cabo Delgado, as well as plan and participate in field missions, which will require frequent travel.

Role objectives

The Position will support the implementation and monitoring of our client’s Mozambique’s Community Engagement and Policing (CEP) program and projects in the Northern region of Mozambique:

  1. Liaise and coordinate with community representatives and community groups in assigned communities.
  2. Provide assistance in implementing and monitoring the day to day implementation of the project in assigned communities
  3. Support the preparation of trainings to community members;
  4. Assist in monitoring and evaluation processes, including data entry and conducting monitoring visits.
  5. Produce regular update reports on field activities.
  6. Assist the National Project Officer in monitoring and notifying the Program Manager of all potential/emerging risks associated with the project.
  7. Undertake duty travel as required;
  8. Organize internal and external field visits
  9. Guide, train and assist in coordinating work of field staff.
  10. Perform such other duties as may be assigned.

Key competencies

● Bachelor’s degree from an accredited academic institution preferably in Social Sciences, International Relations, Political Science, Communications or other relevant field with at least three years of relevant experience, or;
● Completed High School degree from an accredited academic institution, with 5 (five) years of relevant professional experience
● Experience working with government, international organizations, non-governmental organizations (NGOs) or Civil Society Organizations (CSOs) in complex and changing environment.
● Experience working with law enforcement is highly desirable
● Experience supporting training and capacity building programmes, particularly for law enforcement, is desirable
● Experience working and communicating with communities and community leaders required.
● Excellent planning and organizational skills are required, including the ability to meet deadlines and work under pressure.
● Excellent communication and negotiation skills. Ability to present clear and concise information is required.
● Experience in community mobilization and community policing is a desirable skill. Experience with conflict prevention, mediation or psychosocial counselling is highly desirable.Team management
