ORGANIZATION, CONTEXT AND SCOPE

Under the overall guidance of Programme Coordinator (ECRP) and the direct supervision of the National Conflict Analyst and Head of Sub-Office in Malakal, and in close collaboration with the relevant IOM Project Managers, Technical and Field Team Leads the successful candidate will support field teams working on humanitarian and recovery programming including the Enhancing Community Resilience project (ECRP).

Responsibilities and Accountabilities

• Support the mainstreaming of conflict sensitivity throughout the project life-cycle in all areas of intervention in the Greater Upper Nile Region and other parts of South Sudan as required;

• Provide support to field staff on participatory risk mapping and risk mitigation, as well as conflict mapping;

• Provide technical and operational support to other field staff in the sub-offices, including community outreach assistants, community mobilizers and infrastructure related staff on the roll out of conflict-sensitivity tools and guidance for sub-project interventions;

• Assist in identifying existing conflicts at the local level , identifying their types, their main causes and the factors that could help mitigate within the project and promote social cohesion;

• Participate in analyses pertaining to the conflict-related impacts of sub-project interventions, producing narrative reports on prevailing conflict dynamics and possible mitigation measures for sub-project interventions;

• Assist in reviewing, compiling and consolidating project documents pertaining to conflict, gender and protection with a view towards better adapting project interventions;

• Support ECRP operational staff in field locations to technically monitor and evaluate conflict sensitive and do no harm standards;

• Contribute to timely feedback and reporting by providing weekly updates and reports to the Conflict Analyst (NOA);

• Conduct field monitoring visits in coordination with other relevant ECRP and IOM technical staff, including gender and protection;

• Promote a respectful office environment free of harassment and retaliation, and the prevention of sexual exploitation and abuse (PSEA);

• Perform other duties as assigned.

Required Qualifications and Experience

Education

• University Degree in Political Science, Sociology, Anthropology, International Relations, Conflict Studies, or a related field from an accredited academic institution with minimum of 3 years relevant professional experience;

• Diploma in the above filed fields with minimum of 5 years of relevant professional experience

Experience

• Experiencing in analyzing conflict and social dynamics, including with respect to population movement and housing land and property issues;

• Experience working on peacebuilding and conflict mitigation;

• Experience with both quantitative and qualitative data collection;

• Experience working in difficult locations; ability to be resourceful and flexible in a limited resource environment;

• Experience in equivalent role in South Sudan is an advantage;

• Experience working in complex humanitarian operations, specifically meeting timelines;

• Experience living and working a conflict environment;

Skills

• Demonstrated understanding of conflict analysis and conflict sensitivity practice;

• Ability to lead the design and delivery of effective capacity building on conflict sensitive approaches to programming and ‘do no harm,’ preferably in the context of in local governance and infrastructure development;

• Strong interpersonal and communication skills;

• Excellent research, writing and analytical skills;

• Solid organizational skills: the ability to be flexible and work well under pressure;

• Excellent computer skills: knowledge of MS Word, Excel, PowerPoint and email/internet software;
