DIMENSIONS AND KEY RESPONSIBILITIES:

You will be part of the Funding and Finance team which is responsible for managing the organisation finances, data processing systems, project grants compliance, work planning and general operations as well as ensuring administrative support to other teams as required. In particular, you will be responsible for the following:

1- Work with the Country Funding Coordinator, Funding Officer to keep up to date and ensure compliance with the financial, administrative and reporting requirements of donors funded projects with particular emphasis on projects funded under the Ebola response. This will involve:

¨ Establishing effective compliance monitoring systems;

¨ Ensuring that funding and award information are updated in Crimson;

¨ Identifying the requirements of new grant contracts and monitoring existing requirements;

¨ Communicating requirements and deadlines to the relevant members of the staff team;

¨ Ensuring staff timesheets are complete, up to date and meet funder requirements; and

¨ Coordinating the reporting and monitoring processes for project grants, drawing together content from the relevant staff to ensure reporting deadlines are met.

2- Administrate project partnership grants, to include gathering and reviewing interim and final reports from partners implementing funded projects by ensuring that documents and records are complete, coordinating external reporting, improving and maintaining accessible project filing systems and being the first point of contact for compliance related queries from donors).

¨ Review monthly SITREPs from programmes and analyse how progress is on implementation and if there are any possibilities of contractual risks or NCE foreseen, or if activities need to change due to either duplication from other actors or context has changed or possible contract amendments, communicate with Donors well in advance;

¨ Review with Finance the monthly BVA to support in monitoring spend against budget to see any underspend and overspend.

¨ Participate in financial planning with the team

3- Collate, finalize and submit project grant applications when opportunities arise, coordinating input from other members of Oxfam DRC team and the PA as necessary.

4- With support from Program team, monitor the humanitarian context of the intervention zones and identify new opportunities for project grant funding in line with donors’ priorities.

5- Work in collaboration with MEAL coordinator to ensure that indicators included in the approved proposal by donors are well triggered and documented.

6- Building strategic relationships: Support the Country Funding Coordinator and the Program Team in the development of new donor relationships, including taking up the lead in engaging with Humanitarian donor engagement with emphasis on donors who provide support to the Ebola Response.

SKILLS AND COMPETENCE:

¨ At least 3 years of experience working in a fundraising, administrative or other support role.

¨ Good knowledge of humanitarian donors and requirements. (Essential)

¨ Demonstrated experience of supporting multiple‐partner projects in an administrative capacity.

¨ Experience of preparing funding applications and reports to strict donor criteria, in particular experience with ECHO, UNICEF, Irish Aid, DGD, OFDA, GFFO funded projects would be an advantage.

¨ Writing, reporting and editing skills including the ability to present information in a coherent manner.

¨ A high level of competency with spreadsheets, databases and Microsoft Office based IT.

¨ A team‐player and a willingness to take on a broad range of tasks according to the current demands of the Organization

¨ Experience of budgeting, monitoring expenditure and preparing financial reports for donors.

¨ High degree of integrity and honesty is essential for the position

¨ Excellent Written and verbal communication Skills
