ABOUT US

Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organisation. We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath. NP implements programming through the deployment of civilian protection teams to the field. NP is continuing to scale up to meet the growing needs in the communities we serve. In South Sudan, NP has a mobile protection response team and 11 field teams providing emergency protection programme for communities affected by violent conflict. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender-based violence protection and inter-communal violence reduction.

JOB PURPOSE

The Project Coordinator is responsible for the overall coordination, implementation and monitoring of the Civic Engagement project ensuring compliance with NP’s security policies and procedures. The Project Coordinator is the primary representative of NP at coordination meetings with partners and support the management of the sub-grants. S/he will be the link between the project team and the donors and ensure that the availability of all necessary resources for the project success.

ABOUT YOU

Experienced International Civic Engagement Protection Coordinator to implement community-based violence reduction and prevention programming in various locations in South Sudan, in the context of an on-going civil conflict and political transitions. You will be a person with a genuine commitment to working at the community level to promote human rights and someone who is skilled at building trusting relationships in an extremely polarized political climate. You are not deterred by the complexity of conflict; you are able to analyse conflict dynamics; you are motivated and unendingly persistent in finding and implementing protection and prevention strategies. You will be responsible for working together with other international and national colleagues to directly implement the project and to participate in reporting and documentation.

The successful candidate combines creativity, innovation and demonstrated knowledge of protection, conflict prevention, leadership and peacebuilding. S/he is experienced and skilled at converting protection, violence reduction and conflict analysis theory into practical, locally appropriate solutions that effectively increases safety and security of civilians. S/he has excellent interpersonal skills and flair for connecting and building trust with people from a wide variety of backgrounds. S/he is solutions focused, strategic and is driven by a keen interest and personal commitment to civilian protection.

KEY OBJECTIVES/RESPONSIBILITIES

Programme Implementation

  • Responsible for the overall planning, implementation and general administration of the NP project in accordance with the project description and with policies, donor agreements and guidelines.
  • Responsible for setting up and coordinating networks among organizations of civil society.
  • Provides technical advice to partners on the development and implementation of protection strategies.
  • Collects and analyses conflict dynamics and supports that analysis within broad civil society

Coordination and accountability

  • Builds effective and strong networks and collaborative relationships, maintains communication and coordination with local partners during implementation and protects NP’s integrity and accountability.
  • Takes prompt and appropriate action to resolve existing and anticipated problems and address the input of stakeholders.

Monitoring and reporting

  • Oversees preparation of quality and timely monthly and quarterly reports for submission to NP Programme Support Team
  • Develops and implements monitoring and evaluation strategy of the project closely with partners.
  • Implements NP procedures for internal monitoring and reporting of activities in accordance with project objectives and indicators and ensures regular communication and reporting with Area Programme Coordinator, Senior Programme Manager and Programme Officers
  • Provide technical advice to partners in order to develop reports and reporting mechanisms and ensuring those are submitted in a timely manner.
  • Ensures periodic project reviews and lesson learning exercises are conducted and documented

Finance

  • Monitors project expenditures against the approved budgets, and feeds.
  • Ensures effective application of adequate internal control and risk management procedures, including proper authorization of purchases and payments, and ensures satisfactory accountability of all project expenditures in line with NP financial policies with partners.
  • Ensures timely submission of weekly financial reports, supporting documentation and responsible for the financial management.
  • Ensure compliance with donor, update project forecast on monthly basis, share feedback / comments on monthly financial report for BVA.
  • Ensure cash request is submitted to donor on timely basis.
  • Monitor project Overspend or underspend on regular basis, take lead for the project realignment to avoid non-compliance with donor regulations.
  • Ensure Partners are submitting timely reports and in compliance with the donor regulations.

Administration/Procurement/Logistics

  • Manages assets used by partners including equipment and materials in close consultation with the Head of Operations
  • Ensures safety and security of staff and advises and consults with the Senior Programme Manager and Safety and Security Advisor on security matters, and takes appropriate action in line with the security policy
  • Ensures that partners have the suitable equipment to be able to carry on their work.

QUALIFICATIONS AND COMPETENCIES

Education, Knowledge and Experience

  • Post-secondary education in refugee law, human rights, international human rights law, international humanitarian law, negotiation, mediation, human security or related field
  • 3-5 years’ work experience in human security, civilian protection and/or human rights.
  • Demonstrated experience working together with civil society organization and establishing support networks among them in a context of insecurity.
  • Demonstrated ability to analyze conflict, security and political contexts

Skills

  • Demonstrable conflict analysis skills, identify entry points and design prevention and protection strategies
