Main Purpose

MSF works in Kenya since 1987 and MSF Switzerland currently works in Likoni near Mombasa on a sexual and reproductive health project and in Dagahaley refugee camp at the border with Somalia, directly providing medical care in secondary and primary health facilities in the Dagahaley camp, responding to outbreaks of epidemic diseases and other medical humanitarian emergency situations.

We are looking for a Project Coordinator to lead the operational response for the project of Dagahaley. In close collaboration with the Mission Coordination Team defining the operational strategy for the project. Being responsible for MSF’s operational response in the project and coordinating MSF’s programme execution and identifying the population’s health needs and the humanitarian issues at stake.

The position is currently based in Nairobi therefore currently, the management of the project is made distantly with frequent travels to Dadaab town. In the course of this employment, more field presence is to be anticipated, both in Dadaab town and Dagahaley camp, possibly in Garissa, therefore the position can’t be understood as based in Nairobi.

Your Responsibilities

The Project coordinator will be responsible for:

· In close collaboration with the Head of Mission, representing MSF and defending its interests before local authorities / elders and community representatives, local NGO’s, donors, military organizations and media to realize an active positioning and a positive public image.

· Monitoring and analyze the political and humanitarian situation in the project area (including North East Provinces which are the Areas of MSF OCG responsibility for Emergency Response) in order to identify the population’s health status and needs. Establishing and maintaining contacts with key stakeholders and carrying out exploratory missions in order to identify potential fields of intervention. Leading negotiations for access and defining risks and constraints in order to make project proposals, set project targets and to calculate material, human and financial resources needed. Bearing witness, documenting and raising awareness for the target populations needs/distress.

· Being accountable and supervising the execution of programs, including emergency response activities. Ensuring that the MSFs technical and ethical standards are followed and objectives are achieved.

· Being responsible for the proper application of HR policies and associated processes in the project (recruitment, briefing/debriefing, evaluation, staff learning and development and internal communication) in order to ensure both the sizing of the team and the amount of knowledge required for the project activities. Ensuring the associative character of MSF is reflected in the briefing of all MSF staff, maximizing their commitment to MSF values and project’s goals.

· Evaluating program performance and providing all the required reports to HOM on project planning, project monitoring and project evaluation in line with Mission reporting cycle.

· Being accountable for the proper planning, sizing, and coordination of all financial and material resources needed in the project. Agreeing on the annual budget and ensuring a proper control of financial indicators and the project budget.

· Defining and updating, in close collaboration with the Head of Mission, the Project’s security policy, reporting any concerning issue, in order to improve risk working conditions and to ensure staff’s full adherence to security rules and protocols. Ensuring the implementation of the Inter-operational directorate Security Agreement (ISA) in the project, both in spirit and letter, promoting a culture of pro-active information sharing and collaboration.

Your Profile

Education

· Academic background to Master’s Degree level.

· Lower level of education will be considered if compensated by years of relevant professional experience.

Experience

· Previous experience with MSF mandatory.

· Essential working experience of at least two years in relevant similar jobs in other NGO’s, or previous field experience with MSF in different contexts.

· Essential working experience in developing countries.

· Strong experience in representation and negotiation at a senior level and in a multi-stakeholder environment.

Required skills

  • Fluent in written and spoken English
  • Excellent communication (both verbal and written), interpersonal and negotiation skills.
  • High capacity for work, are able to overcome stress and to work under pressure.

High degree of flexibility is required as, even if the working station is currently in Nairobi. At least 50% travel to the field is required. The Project Coordinator requires high planned or unplanned mobility and intermittent presence in North East province area.

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
