Migration Health

IOM’s Migration Health programmes address the health needs of individual migrants as well as the public health needs of transit and host communities by assisting governmental and non-governmental partners in the development and implementation of relevant policies and programmes. In order to enhance migration health programmes in cross-border and major transport corridors in Southern Africa, a Consortium of International Organization for Migration (IOM), Save the Children (SC) and Wits School of Public Health (WSPH) received funding from the Kingdom of the Netherlands to implement the project entitled: “Sexual and Reproductive Health and Rights

(SRHR)-HIV Knows No Borders”. The overall objective of the project is to contribute towards improved SRH and HIV related health outcomes among the targeted populations in migration affected communities in the six Southern African Development Community (SADC) countries namely, Lesotho, Malawi, Mozambique, South Africa, Swaziland and Zambia. This overarching goal will be achieved through the following interdependent intermediate outcomes:

• Migrants, Adolescent & Young People (AYP) and Sex Workers (SWs) in migration affected communities in 6 countries have greater freedom of choice about their sexuality;

• Migrants, AYP and SWs have improved knowledge on SRHR-HIV in 6 countries in targeted migration affected communities;

• Migrants, AYP and SWs in six countries in targeted migration affected communities have improved access to and increased use of integrated sexual and reproductive health-HIV services;

• Migrants, AYP and SWs SRH-HIV Rights and needs are institutionalized at local, national and regional levels.

Against this background, IOM in Mozambique is looking to employ a Migration Health Project Coordinator – SRHR to provide support to the implementation of the migration health (HIV and SRHR) initiatives undertaken by the mission.

Under the overall guidance of the IOM Mozambique Chief of Mission, and direct supervision by the Migration Health Programme Manager, and in close coordination with the Regional SRHR Programme Manager, the successful candidate will be responsible for the overall management, coordination and implementation of the SRHR-HIV Knows No Borders Project in Cabo Delgado Province, Mozambique. The successful candidate will proactively engage in networking amongst partners and stakeholders at the provincial and national levels to ensure project results are achieved.

Core Functions / Responsibilities:

  1. Coordinate the implementation of the migration health project, “SRHR-HIV Knows No Borders” including: • Planning, coordination and implementation of the SRHR project interventions. • Participate in development of interventions that will contribute to the migration health and SRHR Project results. • Draft annual and quarterly work plans and reports, as per an agreed format and with specific indicators for submission to the Regional Migration Health team.
  2. Provide project administrative support through: • Regularly monitoring of budgets for the SRH project, ensuring that expenditure is in line with timeframes and allocated funds. • Reviewing project implementation budget expenditure of implementing partners (IP’s) and Consolidate internal project update reports.
  3. Conduct capacity building of project staff and Implementing partners to: • Participate in development and implementation of Monitoring and Evaluation (M&E) plans. • Adhere to agreed standards of implementation, M&E, data collection including reporting requirements.
  4. Represent IOM as a member of various coordinating bodies including, but not limited to national technical working groups and regional meetings in coordination with the CoM.
  5. Regularly monitor and report on progress and provide feedback to the Regional Migration Health/SRHR Team.
  6. Perform such other duties that may be assigned by the supervisor.

Required Qualifications and Experience:

Education

• Master’s Degree in Community or Public Health, or other related fields from an accredited academic institution with two years of relevant professional experience; or

• University degree in Nursing, Medicine and Community or Public Health from an accredited academic institution with at least four years of professional experience.

Experience

• Demonstrated experience in coordination and liaison with government authorities, knowledge and structures and functions of primary health care system, of national, United Nations (UN) and international health agencies and donors;

• Substantial experience in project implementation and in the design and implementation of monitoring and evaluation plans, preferably with experience in the field of research, monitoring and/or evaluation;

• Substantial knowledge of Public Health concepts, policies, tools and instruments;

• Past experience working with IOM or other International NGO’s and UN partners, a distinct advantage.

Languages

For this position, fluency in English is required (oral and written). Working knowledge of

Portuguese, French and/or Spanish is an advantage.
