NRC in Somalia

NRC has been active in Somalia since 2004 with four area offices in Kismayu, Mogadishu, Garowe and Hargeisa, providing protection and humanitarian assistance to refugees, internally displaced persons and returnees in Somaliland, Puntland, South Central and Jubbaland regions. NRC offers a comprehensive response for returnees and IDPs of high need, addressing their food security, livelihood, shelter, education, ICLA, and water, hygiene and sanitation needs and also responding to emergencies through NRC’s five core competences; Shelter, Education, Food Security and Livelihoods, WASH and Information, Counselling and Legal Assistance (ICLA).

NRC Somalia is part of NRC’s East Africa and Yemen regional operation which comprises of large-scale multi-country humanitarian and early recovery interventions spread across seven countries (Kenya, Somalia, Ethiopia, Djibouti, Yemen, Eritrea, South Sudan, Uganda and Tanzania). NRC’s overall strategy in the region is to enhance protection and promote the rights of displaced people in humanitarian need by improving living conditions and seeking durable solutions. The regional office is based in Nairobi and works with country programmes to ensure standardization of programmatic and operational approaches, promote multi country programming and ensuring quality and coordination.

Role Specific Information

The purpose of the Nutrition Coordinator position is to backstop NRC staff based in area offices and the partners to implement Nutrition interventions and other delegated aspects of the Resilience and Durable Solutions portfolio for NRC’s Somalia/Somaliland office.

Generic responsibilities:

  1. Adherence to NRC policies, guidance and procedures
  2. Contribute to resilience programme strategy development, project proposals and provide input on nutrition needs and gaps.
  3. Manage and implement nutrition component of the resilience and durable solutions portfolio and provide guidance to nutrition sensitive interventions as delegated by PM in line with proposals, strategies and donor requirements, and ensure high technical quality.
  4. Provide regular progress reports on nutrition outcomes of resilience and durable solutions to Programme Manager – Resilience and Durable Solution.
  5. To monitor the adherence to nutrition sensitive guidance that he/she has provided, and track whether all activities are in fact nutrition sensitive.
  6. Ensure that resilience and durable solutions projects target beneficiaries most in need of protection and nutrition support, explore and assess new and better ways to assist them.
  7. Promote and share ideas for improvement and necessary changes in the nutrition sensitive Programme activities.
  8. Ensure capacity building of staff so as to strengthen nutrition sensitivity amongst all LFS and WASH staff, as priority as well as from other CCs involved in resilience and durable solution projects and transfer key nutrition related skills.
  9. Liaise and collaborate with relevant local authorities and other key stakeholders and ensure NRC’s representation in nutrition cluster meetings
  10. Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific responsibilities:

  1. Support the NRC national staff and or the local partners to implement the NRC BRCiS Programme Nutrition activities in the Programme area according to international and Somalia-in- country best practice guidelines.
  2. On continuous basis, lead the process of mapping the health and nutrition actors in NRC’s area of operation for resilience Programme and jointly identify health and nutrition support gaps.
  3. Provide ongoing technical support to NRC’s LFS Staff and partners to implement high-quality health and nutrition services, through regular contact with individual staff/partners, provision of training, job aids and guidelines in line with national and international guidelines.
  4. Ensure that each of NRC’s area office establishes strong working relationship with targeted communities, including local leaders ensure identification of local health and nutrition facilities to be supported by NRC and or her partners.
  5. Continuously monitor nutrition activities and outputs, providing regular feedback for area level staff, Partners on one hand and PM-Resilience and Durable Solutions on the other hand.
  6. Promote the integration of nutrition services with other Core competency (CC) activities. The CC include: Livelihood and food security(LFS), WASH, Shelter, ICLA and Education.
  7. Establish and support a referral system between BRCiS Nutrition Programme and other nutrition and health care providers.
  8. Contribute to the development of innovative ideas in health, nutrition, livelihood and resilience Programme approaches.
  9. Identify gaps in skills and knowledge in IYCF and maternal nutrition among other skills topics, among NRC staff implementing Health and nutrition outcome under resilience Programme and develop them.
  10. Establish, Coordinate and share routine supervision plan with health and nutrition team, keeping records of staff supervision works, progress and actions taken.
  11. Review referrals between nutrition Programme and primary health care both at facility and community level.
  12. Contribute to the development of health nutrition stock buffer and re-order points for all supported locations, and liaise with logistics staff and BRCiS Consortium nutrition outcome lead agency (ACF) to support implementation of organizational stock management and distribution system.
  13. Contribute to designing and translating nutrition supervision and implementation materials
  14. Weekly/bi-weekly or monthly review of data submitted and compare to project targets to ensure projects stay on schedule.
  15. Monthly review of all nutrition activity data and through the PM- Resilience and Durable Solutions, provide monthly nutrition report to the BRCiS Consortium.
  16. Represent NRC in the H&N Working Group of the BRCIS Consortium.

Professional competencies for this position:

  • Degree in Public health/ Food Nutrition and Dietetics background, with experience of designing and implementing nutrition sensitive activities, and carrying out the relevant assessments to inform those programmes.
  • Minimum 3 years of experience from a health and nutrition project(s) implementation and/or management position in a humanitarian/recovery and nutrition sensitive Programming context.
  • Previous experience from working in complex and volatile contexts. Experience in the Horn of Africa is highly desired.
  • Technical health and nutrition expertise in transition/early recovery approaches
  • context, including IYCF, CMAM, Mother- to Mother -skills training
  • Documented results related to the position’s responsibilities
  • Demonstrated results with nutrition-sensitive programming, particularly related to any of NRC’s core competency areas.
  • Fluency in written and verbal English and Somali.
  • Knowledge of the Somalia Context.
  • Experience with nutrition assessment approaches
  • Experience with Health and nutrition activities
  • Experience with participatory community engagement Approaches.
  • Experience working with vulnerable groups; able to demonstrate conflict-sensitivity, compassion, discretion.
