The German Red Cross (GRC) is part of a worldwide community assisting victims of conflicts and disasters and people affected by social or health related crises. The Red Cross / Red Crescent Movement provides vulnerable people with assistance without discrimination as to nationality, race, religious beliefs, class or political opinions and adheres to the seven Fundamental Principles of the Movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross assists in disaster response, rehabilitation and capacity building projects on appeals of their sister organisations within the Movement.

GRC is currently seeking a Project Delegate (m/f/d) for an Urban Humanitarian Disaster Risk Reduction project in Madagascar.

Madagascar is regularly affected by a multitude of natural disasters with extensive humanitarian impact – both in rural and urban contexts. The planned project will address suburbs and informal settlements in Antananarivo in order to support affected people especially in the sectors of WASH, shelter and health. Furthermore, the project aims to increase Malagasy Red Cross´ readiness to respond to upcoming hazards and disasters.
The Project Delegate is responsible for the overall project implementation and project management of the project “Increasing readiness of Malagasy Red Cross and humanitarian disaster risk reduction to address humanitarian needs of vulnerable people exposed to natural hazards and disasters in informal urban settlements in Antananarivo, Madagascar”. The project is funded by the German Federal Foreign Office. The delegate will also be responsible to represent the German Red Cross within Madagascar.
The project is running from 01.04.2020 until 31.12.2022.

Duration: 12 months (from April 2020 on with the possibility of extension)

Location: Antananarivo, Madagascar

Responsibilities and Tasks:

  • Design and implement a context and capacity analysis;
  • Lead the direct implementation of the project in Antananarivo;
  • Contribute to strengthen the capacities of the Malagasy Red Cross to respond to crises, disaster situations and address humanitarian needs;
  • Liaise, coordinate and cooperate closely with Red Cross societies in the country, government authorities as well as relevant national & international organizations and stakeholders;
  • Ensure regular monitoring of project implementation including the collection and analysis of data for the indicators and project monitoring/control;
  • Ensure accurate project budgeting, financial management and expenditure tracking according to GRC and donor requirements;
  • Ensure quality, timely narrative and financial reporting in compliance with the GRC and the donor policies and regulations;
  • Represent the GRC within Madagascar towards national and international stakeholders and representatives;
  • Ensure high visibility of the project and Red Cross activities in the country.

Required Skills:

  • Minimum of 3 years of professional experience in the field of humanitarian Disaster Risk Reduction;
  • Knowledge and experience within the urban context;
  • Knowledge and experience in humanitarian/emergency aid;
  • Knowledge and experience with PER (Preparedness for Effective Response) is an advantage;
  • Knowledge and experience with cash and voucher assistance (CVA) projects/programmes (cash readiness) is an advantage;
  • Experience in implementing and managing donor funded projects (GFFO experience will be an asset);
  • Excellent communication skills, the ability to communicate clearly and effectively and build relationships at all levels;
  • Oral and written fluency in English and French;
  • Ability to work independently and as a team member;
  • Ability and agreement to adhere to the Red Cross Red Crescent fundamental principles;
  • Ability to work effectively in a multi-cultural environment;
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’;
  • Valid Driving Licence.

We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as the accommodation or personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment.
