The Central African Republic (CAR) is a highly fragile country with a history of recurrent conflict, the most recent of which took place in 2013 between multiple armed groups. The violence that followed the 2013 crisis greatly damaged public assets and infrastructure, disrupted service delivery, further weakened the social fabric, and exacerbated people’s poverty and vulnerability to shocks. As a result, roughly one-quarter of the population was internally displaced or had to flee as refugees to neighboring countries. Upon the elections that have seen a leadership committed to peace, security, reconciliation and recovery of the country, improvements in the security situation have resulted in the voluntary return of displaced populations, estimated to be about 15 to 20 percent. However, the return of displaced to areas of origin remains fragile and dependent on overall security situation. The growing need to: rapidly increase access to basic services, to rehabilitate infrastructure and provide safety nets and communicate with a destitute population and with local authorities remains short term priorities and essential to the stabilization and economic revitalization of the country.

CDOH’s office in Bangui, CAR has a growing portfolio of experience providing project support services to peacekeeping operations, through its agile and flexible operational mechanism. In this framework, UNOPS CDOH is looking for a Project Development Analyst to lend the crucial project development support to the CAR office.

Functional Responsibilities

The Project Development Analyst will work with Project Managers and partners (new, potential and existing) on developing project ideas and complementary and/or additions to current and potential project opportunities, draft amendment/revision needs on existing contractual agreements. The main responsibilities of the Project Development Analyst will be:

a) Develop opportunities:

  • Monitor and evaluate humanitarian and development trends and needs to identify areas of collaboration within UNOPS mandate and existing capacity.
  • Research events, publications and announcements, to track and screen opportunities for possible UNOPS interventions and identify trends that will drive partnership opportunities in CAR.
  • Provide advice and feedback CDOH CAR on the development of framework partnership agreements that can increase opportunities at the regional level.
  • Contribute to the identification, design, formulation and negotiation of new projects and programs and draft concept notes and project document briefs for discussion with partners.
  • Create and maintain one UNOPS opportunities and engagement functionalities in alignment with UNOPS corporate guidelines.
  • Coordinate technical and financial requirements, and negotiate proposals to close new project opportunities.
  • Drafts agreements and/or contractual documents required for the signature and implementation of new projects.
  • Understand and clearly explain UNOPS pricing policy to partners.
  • Contribute to the diversification of CDOH in line with UNOPS strategic and Regional objectives.
  • In coordination with the Communications and Reporting personnel, when available, gather content for communications and outreach materials for any countries managed by the CDOH

b) Communication and Knowledge management

  • Insure the production of material and external products of communication (brochures, documents of information, news bulletins, etc.).
  • Support the development and the management of a communication plan for the office.
  • Insure the follow-up of the realizations of the projects to support the external communication of the results and the lessons learnt by UNOPS Projects.
  • Represent UNOPS in CAR in the initiatives of communication and knowledge management.
  • Support the implementation and the follow-up of the communication plans of the projects.

c) Funds mobilization

Education

• A Master’s degree in a relevant field such as Business Administration, Public Administration, International Development, Engineering, Political Science, Communications or International Relations.

• A combination of Bachelor’s degree with an additional 2 years of relevant work experience may be accepted in lieu of the education requirements outlined above.

Experience

  • At least 2 years of experience in an international development including demonstrated experience in developing and executing partnership and program development plans; project development and proposal writing; acquisition of projects is required.
  • Project and programme management experience is an asset.
  • Establishing partnerships with UN agencies, international development organizations, governments, foundations, international NGOs or private sector organizations is an asset.
  • Prior experience working in international organizations, international development, post-disaster and/or emergency contexts would also be an advantage.

Fluency written and oral in French is required
