Position title: Program Director, Zambia Partnership for Sustainable HIV Epidemic Control Project
Location: Lusaka, Zambia
Background: FHI 360 is seeking qualified candidates for the position of Program Director for an anticipated U.S. Department of Defense (DoD) / DHAPP-funded community-based Zambia Defense Force (ZDF) Partnership for Sustainable HIV Epidemic Control project. The project will work in close partnership with the Defense Forces Medical Services (DFMS) to reduce HIV mortality, morbidity and transmission among military personnel, their families and their extended communities by addressing gaps in the community-based HIV response in prevention of new infections, linkage of all new HIV-positive clients to antiretroviral therapy (ART), retention to reduce morbidity and mortality across all age groups, and socio-economic support of orphans and vulnerable children (OVC).
Basic Function:
The Project Director will be responsible for providing leadership and management oversight to the project team. S/he is the ultimate responsible for the project’s performance and coordinates the day-to-day running of the project. He/she will ensure implementation fidelity, application of sound evidence-based technical strategies and best practices, effective financial management, and operations that comply with FHI 360 rules and regulations, donor requirements, and relevant national guidelines and legal framework.
Main Duties and Responsibilities
Provide leadership and oversight in all technical, program and financial activities of the project. Oversee program planning, designing and the development of key strategies, activities, workplans and ensure cost effective implementation of all key intervention areas in line with projects goals. Supervise and coordinate technical, monitoring and evaluation (M&E), and Finance and Admin (F&A) staff to effectively and efficiently implement the project within the workplan timeline and within the budget, while meeting project targets, objectives and goals. Conduct site visits to designated health facilities for the Zambia Defense Forces and provide technical assistance to these sites to ensure that interventions are implemented efficiently, and data collected are accurate. Preparation of key reports and project deliverables, i.e. monthly, quarterly, semi-annual and annual reports to key stakeholders and donors, as needed. Provide high level representation of the project to all key partners and GRZ stakeholders (including in particular the Zambian Defence Forces), in line FHI 360 norms. Performs other duties as assigned.
Desired Knowledge, Skills and Abilities:
Experience and knowledge in working with HIV prevention, care and treatment programs, with a focus on community services, in Zambia Strong knowledge of project/program/award management in the INGO context, especially with USG donors. Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infections. Ability to work well with others and to develop and maintain compatibility among project staff, partners and subcontractors. Well-developed oral and written communication, presentation, and interpersonal skills. Computer literate and proficient in the use of Microsoft Word, Excel and PowerPoint. Ability to network and interact, as well as support effective partnerships with key stakeholders, groups and individuals. Ability to undertake extensive local travel, and some international travel.
Minimum Qualifications and Requirements:
Doctor, Clinical Officer or Social Scientist with an appropriate first degree. A holder of at least a master’ degree in relevant field such as MPH, MSc, etc. is an added advantage. At least 8 years’ experience in public health, including both clinical and community-based HIV/AIDS programs. Demonstrated success in managing PEPFAR-funded public health programs, including strong understanding of USG rules and regulations, reporting requirements, and strategic priorities. Familiarity with the Zambian public sector health system. Previous experience working with the military and working on DOD-funded projects is a plus. Zambian citizen preferred.
