About the Role:

Internews Europe is seeking a Project Director to be based in Monrovia, Liberia for an a SIDA funded project entitled “Improving Citizens’ Access to Public Information through Community Radio Content Syndication in Liberia (Radio Content Syndication in Liberia)”. The program will focus on two objectives: I. Increase the quantity, quality and reach of community radio content on critical issues through content syndication and information sharing network (ALICOR will set up and operate a multimedia facility for content gathering production and distribution of high-quality processed radio programs broadcast through its 60 member radios with nationwide coverage); II. Improve management, organisational capacity, and financial sustainability of ALICOR and community radio stations.

The programme will run for 36 months and will be implemented by The Association of Liberia Community Radios (ALICOR) and Internews Europe (Internews) as lead organization.

General Function:

The Project Director will be responsible for overseeing the overall program implementation and will provide strategic guidance and leadership for the program; coordinate the activities with our main partner ALICOR; provide technical support to ALICOR; ensure proper oversight of Internews personnel, financial management and administration; and coordinate with other stakeholders to ensure that Internews leverages other resources, avoids duplication and complements other media development initiatives. Aside the country director, the Project Director will also be responsible for establishing strong partnerships and dialogue with the appropriate donor representatives and stakeholders in Liberia.

Essential duties and Responsibilities include the following:

  • Provide general oversight of the program, including program and partner management, strategic vision, budget management, quality and timing of deliverables, and coordination with partners.
  • Serve with the country director as the main point of contact for the project in Liberia.
  • Manage project staff and consultants that provide technical assistance to ALICOR and radios partners.
  • Support ALICOR in the recruitment and management of core staff for the multi-media facility and technical secretariat.
  • Support the set-up and sustainability of ALICOR multi-media facility (Design, procurement, operational procedures, review of operations and sustainability plan, etc) and its content syndication scheme.
  • Coordinate all the backstopping and technical support provided to ALICOR in terms of governance, institutional capacity, radio and content production, broadcasting, audience feedback, financial sustainability, etc.
  • Communicate challenges facing the project and articulate the project’s successes in meeting those challenges.
  • Responsible for the quality, cost, and timeliness of performance of all work performed under the funding contract.
  • Responsible for the Monitoring and Evaluation of the Project.
  • Prepare monthly and quarterly programmatic reports.
  • Strategize new directions for Internews to ALICOR and radio partners.
  • Develop and maintain contact with local stakeholders.
  • Understanding of and demonstrated commitment to upholding Internews’ Core Values.

Qualifications:

Required:

  • 10 years of professional experience working as a project manager in the field of Media development, or democracy and governance; OR Relevant professional experience as a radio producer and manager in Liberia or Africa.
  • Substantial experience working as a Project Manager managing complex projects; a proactive Program Manager with a strong reputation for developing excellent collaborative working relationships with counterparts, local and international organizations and donors.
  • Radio and content syndication experience is essential.
  • A successful track record in supervising, designing, managing, and implementing technical assistance for donor-funded media projects and proven ability to develop and monitor work plans, training plans, and procurement plans.
  • Demonstrated ability to manage national staff and a team of consultants.
  • Strong interpersonal skills, necessary to maintain good relations with relevant stakeholders.
  • Strong writing and reporting skills.
  • Knowledge of SIDA or other European donor compliance rules.
  • Fluency in English required.

Production. To strengthen the independent media sector, Internews works with local media professionals to produce original programming. In 2008 this came to 8800 hours of television and radio programming.

Media infrastructure. Internews provides a broad range of infrastructure support to enable independent media to provide vital news and information, including providing journalists and stations with production equipment, creating production studios, and building radio stations from the ground up.

Media law and policy. To allow independent media to fulfill their “watchdog” function, Internews has worked for the adoption and implementation of fair media laws and policies in 21 countries.
