EpiC Malawi Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC Malawi builds on the successful investments in Key populations (KP) programming from the USAID-funded, FHI 360-led Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project which operated in Malawi from 2014 – 2020. EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In 2022, FHI 360 through EpiC will build on the successes of previous programming to expand HIV case finding in the community (including through self-testing), optimize treatment initiation (same-day or fast track initiation), and support treatment continuity, including through multi-month dispensing and implementing various decentralized drug distribution models in Malawi. In collaboration with local Civil Society Organizations (CSOs), EpiC will increase the uptake of pre-exposure prophylaxis (PrEP) and provide HIV care to survivors of gender-based violence (GBV). Additionally, EpiC will continue to provide TA to local CSOs that have transitioned as direct recipients of USG funds to meet their special award conditions and strengthen programming. Working closely with the Malawi Ministry of Health (MoH) Department of HIV/AIDS (DHA) and the National AIDs Control Agency (NACA), EpiC will continue to embed staff and provide TA on ensuring national coordinated efforts on KP programming. The program will target services to key (men who have sex with men, female sex workers, transgender people) and priority populations (including adolescent girls and young women and at-risk men, and men who purchase sex) across eight districts in Malawi: Balaka, Blantyre, Lilongwe, Machinga, Mangochi, Mzuzu Phalombe and Zomba.

The position will be based in Lilongwe, Malawi.

Job description

The Project Director will have overall responsibility for administration, program management, performance monitoring and technical implementation and oversight of all aspects of activities, under the oversight of the EpiC global management team. S/he will serve as the primary point of contact for the EpiC Malawi project, liaising closely with the USAID/Malawi mission, MoH, local partners and other stakeholders. S/he will provide technical and management leadership to the project and ensure successful implementation of the work plan and achievement of the project’s targets and goals. S/he will identify venues to share program successes to strategically advance EpiC program objectives in Malawi. S/he will be required to coordinate and work with a diverse group of organizations and stakeholders, such as the DHA, senior government officials, CSOs, regional health staff, international and national development partner organizations, and the USAID mission. They will identify innovations and best practices from other contexts that could be adapted to address some of the challenges in the Malawi setting. The Project Director will ensure that technical efforts are evidence-based, community-driven and will contribute to the deliverables in Malawi.

Position Responsibilities

  • Lead the development and implementation of the program, program strategies, program reports and work plan.
  • Responsible for the development, implementation, and oversight of all technical activities in the annual country work plan, including the provision of in-country TA and the identification of TA needs within the program.
  • Coordinate closely with other FHI 360 projects in the region, with international and national NGOs and other (KP) implementing partners to strengthen the quality of HIV programming in Malawi.
  • Support the technical team to examine challenges in achieving targets, potential innovations from other EpiC or regional programming, and trial these innovations in Malawi.
  • Engage in South-to-South learning and collaborate/build upon country and regional initiatives, as applicable.
  • Oversee the EpiC Malawi project team and make staffing recommendations based on project needs.
  • Serve as an advocate and communicator for the EpiC Malawi program, amplify USAID/Malawi’s work with key stakeholders including the MoH, and share program results and outcomes to advance the objectives of the program, and HIV programming, in Malawi.
  • Identify opportunities to share program successes to strategically advance KP programming within the Malawi HIV response   and encourage greater acceptance of KP programming in Malawi.
  • Supervise and provide overall program and technical guidance to the EpiC Malawi project team to ensure compliance with the organizational procedures and the standards.
  • Provide technical and programmatic expertise in HIV prevention, care, treatment, and viral load activities for priority and key populations.
  • Participate in reviewing and providing feedback on partners’ M&E frameworks, plans and reports to ensure quality program reporting of results.
  • Oversee production of timely and accurate technical reports to FHI 360 and USAID as required, including responding promptly to requests from USAID.
  • Coordinate community engagement and empowerment activities with KP groups for access to HIV and other health services.
  • Work with government agencies to ensure that quality of services provided reduce barriers and improves access to services for KPs.
  • Work with CBOs, CSOs, other KP partners, local health centers and the MoH to increase the uptake of HIV and other health and wellness related services both at a community and clinic level, and in line with National HIV Strategic Plan and guidelines.
  • Identify innovations and technical strategies that could be integrated into relevant national guidelines
  • Contribute to the achievement of high-quality results in accordance with the targets identified in the work plan.
  • Keep abreast of developments in larger HIV/AIDS field; document project methodologies, results, and outcomes, and in collaboration with EpiC HQ develop abstracts and publications.
  • Contribute to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.
  • Oversee the financial management and operations of the project, including coordinating country-level budgeting, procurement planning, expenditure monitoring, pipeline projections and subaward management as well as ensuring internal controls and adherence with organizational policies and procedures as well as donor/award rules and regulations.
  • May play a leadership role on business development and resource development efforts in-country, in close collaboration with regional and HQ business units. This includes, but is not limited to, identifying new opportunities in Malawi, cultivating relationships with key stakeholders and future clients, gathering intel on current projects and future opportunities, contributing to proposal design (especially on local context and client/government preferences), and serving as a reviewer of proposals.

Minimum Qualifications:

  • A minimum of a Master’s level degree in Public Health, Health Administration, Management, Social Work, or Business Administration with a focus on public health, social sciences, or related field.
  • A minimum of ten (10) years’ experience with progressively increasing responsibility designing, implementing, managing, and leading large development programs involving multiple partners, stakeholders, and geographic target areas in a developing country; preference for experience managing USAID and PEPFAR-funded programs.
  • A minimum of five (5) years of strategic leadership and/or line management experience
  • A minimum of five (5) years of experience designing, implementing, and managing HIV programming for general populations; preferably in sub-Saharan Africa.
  • A minimum of three (3) years of experience providing specific technical direction and oversight of the development and management of HIV programs with key populations (KPs).
  • Demonstrated ability, through previous experience, leading a technical activity by using evidence and conducting data-driven decision making.
  • Demonstrated ability, through previous experience, to establish and maintain productive working relationships with a wide network of partners and stakeholders.
  • Demonstrated ability, through previous experience, to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community.
  • Demonstrated experience leading and managing a diverse team and excellent interpersonal and advocacy skills.
  • Strong management skills and familiarity with tools and systems for effective financial management, operations, and compliance with award terms and conditions, donor rules and regulations, and organizational policies and procedures.
  • Proficient with applicable rules, regulations, and policies associated with international development and non-governmental organizations (NGOs).
  • Excellent communication, writing, and oral presentation skills in English.
  • Previous experience in Malawi preferred.
  • Experience in business development and USAID project design preferred.
