Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. FHI 360 through EpiC is launching a new project in Zimbabwe to support institutionalization of Voluntary Medical Male Circumcision (VMMC) into the country’s results-based financing (RBF) program and strengthening capacity of two local partners on community level monitoring of the quality of VMMC and Integrated Biomedical Prevention services.

Position Summary

The Project Director will have overall responsibility for administration, program management, performance monitoring and technical implementation of VMMC RBF activities, including designing, negotiating, implementing and process evaluation of results-based financing with targeted districts, under the oversight of the EpiC Management Team at HQ. S/he will serve as the primary point of contact for the program with the USAID/Zimbabwe Activity Manager. S/he will provide technical and management leadership to the project and ensure successful implementation of the work plan and achievement of the project’s targets and goals within budget. The Project Director will also be responsible for maintaining regular communication with EpiC HQ staff and manage a locally based team to drive efficient and compliant program operations including local subrecipients. The Project Director will work collaboratively with the MOHCC and other RBF and VMMC partners and will manage and provide oversight of the government and provincial subrecipients, and provide technical and programmatic oversight directly to the activity areas as well as liaise with and foster relationships with senior government officials (including national and local departments of health), dignitaries, other USAID programs, and other development partners’ programs supporting RBF (CHAI, BMGF, GF, and UNICEF). S/he will ensure that technical activities adhere to quality standards from the Government of Zimbabwe, WHO and PEPFAR. S/he will ensure the project works closely with the Ministry of Health and Child Care (MOHCC) VMMC team, the MOHCC Program Coordinating Unit (PCU), provincial and district health teams, PEPFAR and other partners such as other USG agencies and non-USG donors.

Duties and Responsibilities:

• Lead the development and implementation of the program description, implementation plan, program strategies, program reports and work plan for the EpiC Zimbabwe project.
• Responsible for the development, implementation and oversight of all technical activities in the annual country work plan, including collaboratively designing, implementing, and process evaluation of a demonstration of RBF for VMMC, delivering technical assistance on RBF to provincial authorities, and providing technical assistance to the MOHCC on integration VMMC into their national RBF program based on the lessons of the demonstration.
• Liaise with program stakeholders to ensure the design and implementation of RBF is closely coordinated and aligned across various in country platforms.
• Coordinate closely with other FHI 360 projects in the country, with international and national NGOs and other RBF and VMMC implementing partners to achieve the activity objectives.
• Engage in South-to-South learning and collaborate/build upon country and regional initiatives, as applicable.
• Supervise and provide overall program and technical guidance to the EpiC Zimbabwe project team in ensure compliance with the organizational procedures and the standards.
• Provide technical and programmatic expertise in RBF programming to provincial government service delivery departments.
• Oversee and ensure quality implementation of capacity strengthening support to two local NGOs on community level monitoring of the quality of VMMC and Integrated Biomedical Prevention services.
• Lead development of program MEL framework, plans, reports and learning outputs ensure quality program reporting of results and lessons.
• Oversee production of timely and accurate technical and financial reports to FHI 360 and USAID as required.
• Contribute to the achievement of high-quality results in accordance with the targets identified in the work plan.
• Keep abreast of developments in larger RBF, HIV/AIDS and VMMC field; document project methodologies, results, and outcomes, and in collaboration with EpiC HQ develop abstracts and publications.
• Contribute to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.

Knowledge and Skills

• Demonstrated ability through previous experience leading a technical activity through evidence and data driven decision making.
• Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders.
• Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community. Excellent interpersonal, writing and oral presentation skills in English.

Qualifications and Experience

• Master’s Degree in Economic Public Health, Health Administration, Management, Social Work, or Business Administration with a focus on public health, health or public sector financing, social sciences, or related field with 7 – 9 years’ experience or:
• Bachelor’s degree in Economics, Public Health, Health Administration, Management, Social Work, or Business Administration with a focus on public health, health or public sector financing, social sciences, or related field with 8 years’ experience.
• Experience with progressively increasing responsibility designing, implementing, managing and leading development programs involving multiple stakeholders, sub-recipients and geographic target areas in a developing country; preference for experience managing USAID-funded programs and in Zimbabwe;
• At least three years of experience with RBF and/or VMMC programs, preferably in Zimbabwe;
• At least three years of successful experience interacting with the Zimbabwean Government at national and provincial levels;
