Position Overview

The U.S. Agency for International Development (USAID) awarded FHI 360 the Linkages across the Continuum of HIV Services for Key Populations Affected by HIV Project (LINKAGES), a five-year cooperative agreement funded by the U.S. President’s Emergency Plan for AIDS Relief. FHI 360 works in partnership with Pact Lesotho who is leading the implementation of LINKAGES in the two districts of Maseru and Leribe in Lesotho.

The project aims to enhance HIV prevention and care cascade by increasing reach to key populations most at risk of acquiring or transmitting HIV, promoting routine HIV testing and counseling, and actively enrolling those with HIV into care and support interventions that enable them to remain in care. The project works with the local KP community-based organizations (CBOs), under a sub-grant mechanism, to increase their capacities for improved organizational, financial systems, monitoring, engagement, and participation of the groups in the HIV response for KP.

To accomplish this task, Pact Lesotho is recruiting for the LINAKGES Project Director.

Position Purpose

The LINKAGES Lesotho Project Director will report directly to the Country Director and provide technical and management leadership to the Lesotho LINKAGES and KPIF projects. The primary responsibility of the Project Director is to ensure successful implementation of the LINKAGES and KPIF work plan and achievement of the project’s targets and goals.

Key Responsibilities

  • Lead the development and implementation of program descriptions, implementation plans, program strategies, program reports and work plans.
  • Responsible for the development, implementation and oversight of all technical activities in the annual LINKAGES and KPIF work plans.
  • Supervise and provide overall program and technical guidance to the LINKAGES Lesotho team in compliance with the organizational procedures and the standards.
  • Provide technical and programmatic expertise in HIV prevention, care and treatment activities for female sex workers, men who have sex with men, and transgender people.
  • Oversee production of timely and accurate technical reports to FHI 360 and USAID as required.
  • Work with CBOs, CSOs, other KP partners, local health centers and the MOH to increase the uptake of HIV and other health and wellness related services both at a community and clinic level.
  • Keep abreast of developments in larger HIV/AIDS and KP field; document project methodologies, results, and outcomes, and in collaboration with LINKAGES HQ develop abstracts and publications

Basic Requirements

  • Experience with PEPFAR funded projects
  • Technical understanding of PEPFAR and USAID indicators and managing for performance
  • Experience in designing and implementing M&E systems and experience working with key population groups and PLHIV is essential.
  • Understands the HIV-related needs of key population groups in Lesotho, including female sex workers, and/or men who have sex with men, and transgender individuals.
  • Fluency in written/spoken English.
  • A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast paced environment.
  • Experience in collaborating with stakeholder groups specifically Ministry of Health, donors (USAID) and other implementing partners.

Preferred Qualifications

  • Master’s Degree in a related field (Public Health preferred)
  • At least 10 years of experience designing, implementing and managing HIV and AIDS and TB projects of similar scope and size; with experience in Lesotho highly desirable.
  • Computer proficiency in word processing, databases, spreadsheets, including advanced skills in at least two of the following programs: SPSS, Excel, Stata, and MS Access.
  • Demonstrated experience with Health Management Information Systems and ability to transfer knowledge through informal and formal training
  • Local candidates encouraged to apply
