PROGRAM SUMMARY :**

The EAC funded Waxbar Carurtaada II (Educate your children) project aims to address obstacles to educational access for out of school children affected by instability, displacement, social exclusion, and poverty in Somalia. The project targets to enrol 57,600 out of school children from across five regional states (Galmudug, Hirshabelle, Jubaland, South West and Puntland) of Somalia. It’s a consortium comprising of CARE (Lead), WARDI and GREDO to deliver the project results. Waxbar Carurtaada II Project will strengthen local governance structures and community support around school safety and inclusive and gender-sensitive education, increasing enrolment rates among marginalized groups, including girls and the extremely poor. Through ABE, the project will provide viable options for learners unable to access education or to attend regularly because of seasonal and out-migration, domestic demands, and income-generating activities. The project will work closely with Federal member states MOEs across the five regional states and other education stakeholders to achieve its objective.

The overall project goal/objective is to ensure that 57,600 out-of-school children affected by instability, displacement, social exclusion, and poverty in Somalia have increased opportunities to enrol and complete a quality primary education. The project aims to achieve this goal/objective through the following strategies and interventions.

a) Outcome 1: 47,600 vulnerable OOSC in Puntland, Galmudug, Hirshabelle, Jubaland and South-West states of Somalia are enrolled and retained in formal primary education

b) Outcome 2: 10,000 overaged OOSC children in Puntland, Galmudug, Hirshabelle, Jubaland and South-West states of Somalia are enrolled and retained in alternative basic education

c) Outcome 3: Enhanced quality of education for grade-appropriate learning outcomes

d) Outcome 4: Community Education Committees and MOE staff are strengthened capacity to improve the management of schools and ABE Centers

Position Summary:

The project engineer will be responsible for all program activities related to the implementation of construction/rehabilitation works in EAC target schools and learning facilities in Banadir, Galmudug, Puntland and Jubaland.

Primary Responsibilities:

· Responsible for conducting the infrastructural, risk and safety assessment in 100 EAC target schools in Banadir, Galmudug, Puntland and Jubaland.

  • Through agreed upon survey methodologies and established prioritization criteria identify suitable locations for the implementation of the construction activities for the project.
  • Responsible for the development of technical and architectural designs, BOQs for renovation/rehabilitation, desk designs and construction of new classrooms/WASH facilities as per the assessment report.
  • Support the development of technical specifications for tendering/procurement process for the EAC target schools.
  • Oversee the construction/rehab work and ensure quality standards are met.
  • Confirm completion of construction/rehab works as per the standards.
  • Report any variations with implementation of construction activities where necessary and update program management team.
  • Provide technical support to the program management team.
  • Develop and maintain good relationships and lines of communication with relevant local authorities and communities, explaining project activities.

EXPECTED DELIVERABLES

  • Infrastructural, risk and safety assessment tools
  • Infrastructural, risk and safety assessment report.
  • Technical designs, BOQs etc for the EAC target schools (both rehabilitation and construction).
  • Support with technical inputs to tendering documents.
  • Weekly progress report.
  • Completion of works and final report.

Reporting

The Engineer will report directly and administratively to the Program Manager.

Required Skills and Qualifications:

  • A degree in civil or architectural engineering, with experience in WASH engineering and hygiene promotion activities and education projects in an NGO context.
  • Extensive experience (minimal 4 years) of infrastructure engineering in Somalia.

· Ability to travel in Somalia specifically in Puntland, Galmudug, Jubaland and Benadir.

  • Experience in quantity surveying, project design, implementation and evaluation.
  • Ability to write clear, well-argued technical assessment and project reports.

· Strong analytical and critical thinking skills.

· Demonstrated ability to meet deadlines.

· Familiarity with Government, donors and international NGOs programming.
