3. Prestations couvertes par le présent contrat:

The consultant will carry out the following tasks:

• Conduct desk review of all relevant Programme documentation: background, project implementation and delivery reports, internal monitoring reports, context analysis and reference documentation on related Programmes in CAR.

• Prepare and submit a draft Evaluation Mission plan for review and approval by IOM Coordination Unit;

• Once the mission plan is approved, the consultant will design the relevant data collection (field survey) forms and key informant interview guidelines.

• Conduct interviews with national and international stakeholders at Bangui level (selected members of the Strategic and Technical Committees)

• Perform field missions in the four localities affected by USMS-related activities (Bouar, Paoua, Ndele, and Bossangoa). Recruit, form and coordinate local data collector teams and ensure quality data are collected based on the agreed-upon methodology (required number of data collectors will be provided based on request)

• Conduct verification of data collected and compile relevant information necessary to feed the evaluation process

• Analyse the survey results and share initial findings with the Programme Managers, the Coordination Support Officer/Project Manager and the Senior Information Management Expert. The aggregate results will be compiled into relevant tables and graphs for review and analysis/recommendations support;

• Prepare a comprehensive draft Final Evaluation Report that will consist of three components:

  • A summarized history and activity report
  • Main Findings and Recommendations (which could be shared with partners and donors if IOM so wishes); and an
  • Internal Operational Issues, Challenges and Recommendations annex, designed for IOM senior management advisory and eventual action, where appropriate. The report will be completed by a selection of relevant images that the consultant will elaborate

• The draft report will be submitted and presented to IOM and PBF for review and inputs. The consultant will submit the final version of these documents within one week after receiving inputs from all parties.

• Any subsequent adjustments required by IOM will be addressed by the consultant as needed for final approval of the report.

Final Evaluation Report that will consist of three components:

  • A summarized history and activity report
  • Main Findings and Recommendations (which could be shared with partners and donors if IOM so wishes); and an
  • Internal Operational Issues, Challenges and Recommendations annex, designed for IOM senior management advisory and eventual action, where appropriate. The report will be completed by a selection of relevant images that the consultant will elaborate (5 days)

Desirable qualifications

  • Complete an advanced university degree from an accredited academic institution in public relations, Political science or similar
  • University degree in the above fields with 5 years of relevant professional experience.
