Functional responsibilities
Under the direct supervision of the Chief of Operations (CoO) and overall guidance of the Program Manager, the Project Management Support Officer (Project Coordination) will be responsible for the following tasks:
- Assist the Project Managers on issues that may impact the achievement of project(s) outcomes;
- Under the guidance of the CoO/Project Manager, support in monitoring the information flows between the stakeholders and the projects;
- Under the guidance of the CoO/Project Manager, coordinate communication and ensure stakeholders are aware of project(s) activities, progress, changes and are able to accept handover products;
- Support in ensuring the project(s) is accurately and appropriately represented to external audiences, under the strategic guidance of the CoO/Program Manager. This includes via various consolidated and participatory processes (annual and multi-annual budget planning, United Nations Sustainable Development Cooperation Framework (UNSDCF), Humanitarian Needs Overview (HNO), Humanitarian Response Plan (HRP), as well as with UN agencies, funds and programs, government counterparts, donors, and other key stakeholders;
- Ensure accurate, complete, representative and timely substantive reporting on progress and activities are conducted in support of the projects and key milestones to all stakeholders in collaboration with the Program unit;
- Assist in the development, justification and implementation of project(s) plans (including the establishment of milestones) within tolerances established at program level;
- Support the CoO/Program Manager with changes or deviations from plans, including the identification and management of risks and issues;
- Through cooperation with various partners, support in identifying opportunities and threats and assist the Program Manager in monitoring whether activities are aligned with the program’s strategy;
- Works closely with supervisor in field assessment in order to provide support to the national authorities related to weapons and ammunition management and report to supervisor on potential risks and issues;
- Under the guidance of the Chief of Ops/Program Manager, provides support in office management of UNMAS Kinshasa office;
- Facilitate, through effective liaison with the responsible national authority, the project(s) objectives to develop national standards IED threat mitigation and Weapons & Ammunition Management (WAM) activities which meet the needs of the Government and are context-relevant, while remaining in line with international standards;
- Provide coordination between the national authorities and the technical project managers, to help support a sustainable and context relevant technical capacity to meet its needs to respond to all explosive hazards within its borders in the medium and long term;
- Collaborate with MONUSCO Security Sector Reform section and assist in ensuring that all stakeholders are engaged in the development of a sustainable and creditable national explosive hazard management capacity;
- Any other duties or tasks as identified by the Program Manager/Deputy Program Manager /Chief of Operations.
Monitoring and Progress Controls
- Produce end of project reports and post implementation lessons learned summaries;
- Capture appropriate data and enter it into IMSMA Core and relevant M&E project monitoring tools;
- Prepare and participate in Program Monthly review;
- Submit end of training reports.

Education/Experience/Languages
Education
- An Advanced University Degree (Master’s degree or equivalent) and two (2) years of relevant experience, or
- A First Level University Degree (Bachelor’s Degree or equivalent) and four (4) years of relevant experience, or
- Secondary Education Diploma (High School or equivalent) and eight (8) years of relevant experience, or
- Military/Police background (at the Senior Non-Commissioned Officer or Officer level (or equivalent) and eight (8) years of relevant experience is required.
Certification
- Internationally recognized driving license is required.
- IMAS EOD level 3 is desired.
- Weapon and Ammunition Management qualification from a recognized international training establishment is desired.
Work Experience
- Relevant experience is defined as experience in international peacekeeping, military or police operations.
- A minimum of two (2) years of experience with small arms and ammunition management is required.
- A minimum of one (1) year of experience in capacity development of national authorities is required.
- Experience of IATG and MOSAIC procedures is desired.
- Experience in establishing and conducting short training sessions in an international environment is desired.
Language
- Fluency in French (writing, speaking, reading) is required.
- Intermediate knowledge in English (writing, speaking, reading) is required.
