We are currently seeking qualified candidates for the position of PROMISE PROJECT MANAGER for the PROMISE (Preparing for Ring Opportunities through Market Introduction Support and Knowledge Exchange) Project. PROMISE is an 18-month collaboration, funded by USAID, in partnership with PEPFAR, through the Office of Population and Reproductive Health’s Envision FP award, led by FHI 360. This activity will focus on providing early product introduction support for the International Partnership for Microbicides (IPM)-developed dapivirine vaginal ring (DVR) with the express goal of shaping the market and establishing a service delivery platform for future multipurpose prevention technology (MPT) vaginal rings (VRs).

Position Description:

The project manager will serve as the overall project coordinator responsible for developing and maintaining relationships with key stakeholders, ensuring that the project’s country technical approach is tailored to country context, and representing the project nationally and regionally. He/she will report to the HQ PROMISE Deputy Project Director and administratively to the FHI 360 Uganda Human Resources Department. The project manager will supervise and work together with the technical officer to develop and implement workplans, work with the PROMISE international team to develop and test project resources, products, and tools, liaise with relevant working groups and partners in-country. S/he will be the main individual responsible for ensuring that national goals are met, and regional activities are implemented successfully. This position is full-time; applicants with part-time availability only will be evaluated on a case-by-case basis.

Key Responsibilities:

• Providing technical direction and oversight of project activities;

• Representing PROMISE at national level meetings to advocate and educate about the DVR as part of comprehensive Sexual and Reproductive Health (SRH) services;

• Coordinating PROMISE activities, including mapping of key stakeholders, resource development, and other analyses;

• Establishing and maintaining positive working relationships with relevant national government agencies and civil society stakeholders, including in the fields of HIV prevention and family planning;

• Supporting development of country-specific DVR implementation and training materials, demand creation strategies, and information education communication (IEC) materials (including piloting of tools);

• Developing draft ring rollout implementation plans and strategies in coordination with Ministry of Health;

• Participating in relevant HIV and family planning TWG and sub-committees, and provide support needed to advance DVR rollout as determined by the MOH/TWG (eg. support national policy and implementation plan development, serving as secretariat if/as desired by the ministry, etc);

• Disseminating DVR learning resources to facilitate decision-making by national bodies and implementing partners;

• Identifying challenges, gaps, barriers to DVR rollout in-country and communicating back to the PROMISE team;

• Providing regular progress reports by phone and email to the PROMISE team;

• Serving as the on-the-ground point-of-contact for all of PROMISE technical support work in country;

• Providing regular updates to the USAID mission on PROMISE activities;

• Participating in webinars and face-to-face meetings with the Ring Collaborative (which brings together expertise from five PROMISE-supported countries) – aiding in the co-creation of policy language, implementation plans, discussion of training needs, and service delivery mechanisms;

• Developing work plans to deliver deliverables and carry out engagement activities in a timely manner;

• Supporting preparation of donor reports;

• Providing financial management and accountability as per allocated budgets; 

• Supervising in-country technical officer and ensuring that s/he has the technical and administrative support needed to ensure high quality and timely implementation of activities according to the workplan;

• Working with the technical officer and project partners to ensure a shared vision for project activities and outcomes in-country, address implementation challenges, and encourage the sharing of best practices and successes;

• Overseeing the accuracy and technical quality of all project deliverables, including relevant performance reports, financial and technical reports, training materials, and instructional materials

Minimum Requirements:

• The project manager must hold an advanced degree, (minimum a Master’s degree) in a health-related field from a college or university; medical doctor preferred;

• 8 years of relevant project management experience providing leadership to major donor funded public health projects, preferably with activities or components relating to family planning, youth-friendly services, and HIV prevention in resource-constrained settings.

• Proven experience working with and building the capacity of Uganda Ministries of Health (MoH) and understanding of MoH systems at national and sub-national levels, preferably experience with both FP and HIV departments

• 2+ years of senior project leadership of USAID or US government funded projects;

• Technical and/or project management experience in public health sector in Uganda;

• Demonstrated ability to work effectively with USAID and international donors, government counterparts, and project stakeholders;

• Demonstrated diplomatic, management and interpersonal communication skills;

• Demonstrated advocacy leadership skills and the ability to work collaboratively with implementing partners, donors and local partners and stakeholders;

• Demonstrated written, presentation, communication and organizational skills in English;

• Excellent team building and supervisory skills;

• Fluency in written and spoken English required; proficiency in local language preferred

The position will be based in Kampala and work out of the FHI 360 offices. Preference is for Ugandan nationals.
