Overview of position:

  • CTG is looking to submit an experienced Project Manager for a bid in Bamako, Mali.
  • This TOR is not a live requirement however is being advertised for the sole purposes of attracting suitable candidates who are happy for CTG to include their CV’s in a bid.
  • Should you be selected for this role, you will be based in Bamako, Mali.
  • Candidates who are fluent in English & French will be given 1st preference.

Role objectives:

Based full time at the project site, the FSSP Manager provides support to the contractor in the overall management of the FSSP, with tasks that include the following:

  • Ensuring the overall quality and management of all services offered by the FSSP & ensuring that these services meet DFATD expectations & needs.
  • Defining the scope of the FSSP, deliverables & requirements, in collaboration with FSSP stakeholders.
  • Identifying the FSSP risks & developing & implementing emergency & mitigation plans.
  • Directing the development and preparation of all key FSSP documents, including procurement plans, as part of development of the Initial Work Plan (IWP), Annual Work Plans (AWPs) & the Operating Procedures Manual (OPM) & the OPM of the LDI.
  • Determining needs in terms of financial, materiel or human resources & schedules.
  • Supervising personnel activities & monitoring completion of tasks related to administrative, financial, procurement, logistical & transportation services, including LDI fund activities in the context of the FSSP.
  • Regularly communicating with the technical authority at the Embassy of Canada to Mali, the recipient country’s govt. authorities or representatives & other key FSSP stakeholders.
  • Developing & maintaining effective relationships with networks of key stakeholders (govt., civil society, other donors, private sector).
  • Ensuring that the delivery of procurement services for goods & services, particularly procurement of technical specialists, is in line with local & international procurement processes as set forth in the OPM.
  • Supervising the activities of the technical specialists & monitoring completion of their tasks.
  • Ensuring that activities of the FSSP & technical specialists are within the limits of the FSSP, the budget & the requirements of the IWP, AWPs, OPM & OPM – LDI fund & that they comply with all regulatory requirements.
  • Ensuring the timely delivery of deliverables that conform to basic professional requirements & the details of FSSP & LDI fund activities.
  • Providing support to LDI fund recipients, as required.
  • Reviewing the reporting & invoicing for services rendered.
  • Ensuring the effective management & internal monitoring of FSSP progress & results, including dealing with issues or problems as they arise.
  • Ensuring maintenance of the FSSP record keeping & filing system.
  • Providing other related services, as required.

Project reporting:

  • This role reports to the line manager.

Key competencies:

  • Highest level of education completed in a relevant discipline in a recognized institution (i.e. higher than bachelor).
  • Must be fluent in English & French
  • Minimum 10 years’ experience in project management roles working with proven international development assistance stakeholder(s) or on an international development project.
  • Management of project budgets exceeding $1million.
  • Demonstrated experience managing the provision of the following types of services namely, administrative services, procurement services, financial services, logistical services, management & administration services of local development initiatives funds.

Team management:

  • Team management experience is reqiured for this role.
