Background & overall role:

The Aga Khan Foundation (AKF) and the Children’s Investment Fund Foundation (CIFF) are co-investing in the pilot of an ambitious user-centric initiative, using a participatory and consultative human-centered approach to design a project, in partnership with Triggerise that aims to normalize sexual health, reduce unwanted pregnancy and unsafe abortions among adolescent girls aged 15-19 in Uganda. AKF seeks a highly experienced Project Manager to provide overall day-to-day leadership and technical direction for the proposed project ensuring achievement of project goals and deliverables. The Project Manager will be the primary liaison between AKF, CIFF and Triggerise and will oversee project implementation to ensure that agreed targets and deliverables are met, proper reporting, financial management and compliance.

Primary responsibilities

Overall Project Supervision

  • Maintain effective and regular communication with CIFF, Triggerise and other implementing partners, including national and local government stakeholders
  • Provide leadership in mitigating, monitoring and escalating implementation bottlenecks to assure resolution of all operational, context/exogenous and performance risks
  • Oversee the development, implementation and regular review and revision of the project’s monitoring and evaluation plan
  • Manage and course correct any subcontracts and staff relationships as required
  • Ensure child safeguarding and legal obligations are met by the programme
  • Support and lead fundraising for project expansion and follow on as required
  • Oversee the establishment and functioning of a multi-stakeholder steering committee

Stakeholder Management

  • Build the reputation and recognition of the project amongst stakeholders including donors, national and local governments
  • Represent the project to AKF, CIFF, Triggerise, potential donors, district and national governments and other stakeholders

Project Leadership

  • Cultivate a culture of collaboration and teamwork among project partners to ensure that project goals, agreed targets and deliverables are met
  • Develop and deliver a monitoring, evaluation, and learning agenda and ensure that appropriate data collection and analysis takes place
  • Oversee the preparation of quality project financial and narrative reports, grant budgets and work plans
  • Provide or facilitate the provision of technical assistance to implementing partners to ensure that deliverables for which they are responsible and accountable for, are met
  • Support work planning and follow up from decision making meetings
  • Oversee the development, implementation and regular review and revision of the project’s risk management plan
  • Mentor, support, supervise and manage a team of highly qualified project management staff

The successful candidate will be based in Kampala, Uganda and work in close consultation with the AKF Uganda Management team as well as AKF East Africa advisors in Nairobi, Kenya. The CIFF Nairobi office will be key stakeholders.

Qualifications and experience

We are looking for a Ugandan national with a combination of relevant educational and work experience that clearly demonstrates an ability to provide effective overall technical leadership and oversight

  • Master’s degree or higher in international development, public health, social sciences, or another relevant field;
  • 8-10 years or more of progressively responsible technical and supervisory work experience involving direct leadership of a multi-disciplinary team of professional and support staff, oversight and evaluation of staff performance and deliverables, and contract management
  • Strong representational skills for building and maintaining partnerships with government representatives, donors and other key stakeholders
  • Experience implementing activities of similar scope, complexity and implementation arrangements
  • Demonstrated track record of working in teams and fostering partnerships; effective partnerships and coordination with consortium members, county and national government institutions
  • Proven technical leadership in sexual and reproductive health, with a particular focus on adolescents
  • Proficiency in word processing, the use of Excel, and data analysis
  • Strong understanding of financial management, monitoring, evaluation, and learning (MEL)
  • Strong communication skills and the ability to oversee the quality and timeliness of project reporting efforts
  • Previous experience successfully working as a Team Leader/ Project Director is highly desirable.
  • Proven leadership demeanor: calm under pressure, diplomatic, politically savvy and decisive;
  • Fluency in writing and speaking English required
