Context:

The IOM Migration Governance Framework (MiGoF) endorsed by IOM member states in 2015 and the Global Compact for Safe, Orderly and regular Migration (GCM) adopted by the majority of UN Member States in 2018 set out the elements for facilitating orderly, safe, regular and responsible migration and mobility of people through planned and well-managed migration policies. These frameworks present a set of principles and objectives which, if realized, ensure that migration is governed humanely, orderly, and benefits migrants and society.

IOM Tunisia works closely with its governmental, intergovernmental and non-governmental partners in migration governance through its offices in Tunis, Zarzis and Sfax. This includes activities to increase the capacities of relevant stakeholders to strengthen their capacities in provision of services to migrants and host community, enhancing the access to voluntary return

to countries of origin to stranded migrants; and working with governmental and non-governmental partners in Tunisia to identify and provide solutions to a need for emergency shelter to migrants in distress, including migrants rescued at sea.

Under the overall supervision of the Chief of Mission (CoM) and in close coordination with the Project Manager for Counter Trafficking and Heads of Sub-Offices in Zarzis and Sfax, the successful candidate will oversee the planning, implementation, monitoring and reporting of activities in the area of Migrant Protection and Assistance.

Core Functions / Responsibilities:

  1. Oversee the implementation of the European Union (EU)-IOM Joint Initiative for Migrant Protection and Reintegration in North Africa and the Netherlands funded Strengthening protection and assistance mechanisms to vulnerable and stranded migrants in and transiting through North Africa (PROTECT II)– project in Tunisia, including their financial, administrative, and technical aspects, in compliance with IOM policies and standards, as well as donor requirements.
  2. Oversee the planning and implementation of activities relating to return and reintegration of stranded migrants from Tunisia to countries of origin.
  3. Oversee the provision of protection and assistance services to vulnerable migrants approaching IOM or support, including victims of trafficking, migrants with health needs.
  4. Oversee the operations of IOM supported emergency assistance to vulnerable migrants, including migrants rescued at sea in Tunisia, undertaking related field travel as required.
  5. Ensure that key protection principles are operationalized in IOM assistance to vulnerable migrants, including but not limited to migrants rescued at sea and protection interventions targeting migrants approaching IOM offices for assistance and advise.
  6. Ensure the timely establishment, review and renewal of agreements with relevant Government institutions, United Nations (UN) organizations, Non-Governmental Organizations (NGOs) and actors in the private sector, particularly concerning activities related to emergency shelters.
  7. Develop and maintain work plans, implementation strategies, and expenditure plans to ensure timely implementation of project activities and achievement of results.
  8. Prepare monthly, interim and final project reports in line with donor requirements and IOM standards and procedures ensuring timely submission to the donor.
  9. Contribute to the planning and implementation of capacity building activities targeting IOM partners in Tunisia, including trainings as well as provision of material and technical assistance, with a particular focus on activities relevant assistance to vulnerable migrants.
  10. Work with relevant staff in the Country Office (CO) and IOM Regional Office in Cairo to ensure that project activities and achievements are well reflected in press briefing notes, newsletters, and reports.
  11. Establish and maintain relations and collaboration with relevant Government entities, civil society organizations, UN organizations and other stakeholders to promote IOM’s mandate.
  12. Represent IOM at relevant seminars and meetings as well as other events, undertaking duty travel as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Social Sciences, Development, Management, or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in developing and maintaining strong working relationships with governmental authorities, other national / international institutions and Non-Governmental Organisation (NGOs);

• Experience in project coordination and management;

• Experience with emergency / transit shelters for migrants is a distinct advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.
