PRIMARY FUNCTION/PURPOSE:
The Project Manager will provide office administrative, operation and technical support to the IFES-Ethiopia field office.
- Establish, maintain and develop relationship with Ethiopian national counterparts, including especially the National Election Board of Ethiopia (NEBE).
- Develop and provide advice on training programs on relevant revisions to the electoral laws and regulations;
- Advise on the general implementation of electoral activities, providing support to improve electoral systems and procedures;
- Assist the Country Director with country, regional context and advise on general implementation of electoral activities, ensuring timely execution of project activities within the allocated budgets.
- Serve as the IFES representative to the funder community, including but not limited to USAID, US Embassy, UNDP, and the EU, on IFES technical programming when the Country Director is not available.
- Provide guidance in design, implementation, evaluation and overall management of project including adherence to approved annual work plans and effectiveness of activities.
- Alert Country Director of programmatic concerns, challenges and difficulties.
- Lead discussion with Monitoring and Evaluation team to design and determine indicators, monitor to ensure the project is meeting indicators, and make recommendations where project activities may need to be adjusted based on M&E results.
- Work with Monitoring and Evaluation personnel to review, refine, and manage program monitoring and evaluation systems. Regularly spot check program data in compliance with USAID standards for data quality.
- Ensure quality and timeliness of project deliverables, including the timely drafting of all project technical and narrative reports and other materials on election related topics.
- Provide technical input to Finance and Administrative personnel in budget preparation, grant/contract and procurement actions when needed.
- Oversee recruiting, interviewing and hiring of local office staff and consultants as needed.
- Supervise local staff and consultants, provide developmental opportunities for junior Program staff, evaluate performance and provide feedback.
- Travel outside of Addis Ababa for project activities as required.

EDUCATION AND QUALIFICATIONS
- Bachelor’s Degree in governance, development or related field required.
- Minimum of 8 years of experience working with international NGOs
- Demonstrated professional experience and technical knowledge in elections;
- Demonstrated professional experience and knowledge in managing components of
- international development funded programming;
- Proficiency in Word, Power point, Outlook and Excel.
- Ethiopian national residing in Ethiopia.
LANGUAGE SKILLS:
- Fluency in written and spoken Amharic and English is required.
