Reporting to: Regional Manager

Purpose of Position

To provide the overall strategic & operational management and coordination of the project, which aims at strengthening the target groups towards sustainable livelihoods for nutrition and Food Security.

The incumbent will be responsible for technical leadership and direction needed to support timely and quality implementation of the Boosting Resilience of Vulnerable Rural Households in Baringo County, Kenya, through Strengthening of Sustainable Livelihoods for Nutrition and Food Security

  • Ensure all project interventions are implemented within schedule, plans and budgets and regularly review project status.
  • Ensure that project initiatives meet or exceed planned outcomes and are implemented in full compliance with WV International and the BMZ (Germany Government) policies and other relevant partnership and international standards and guidelines.
  • Provide effective, innovative and strategic leadership and direction to the project and partners.
  • Develop appropriate implementation strategies for the Project as per approved PDD and budgets.
  • Manage the sub-grantee and other partner agencies, ensuring that the project deliverables are achieved effectively and timely as per the proposal/work plan and meeting donor expectation.
  • Ensure gender & social inclusion and conflict sensitive programming.
  • Ensure integration with other WVK Initiatives and partner projects.

20%Quality Assurance, Monitoring and Evaluation

  • Ensure quality and timely implementation, monitoring and evaluation of the projects interventions as detailed in the project documents.
  • In collaboration with sub grantee and other WVK teams develop a detailed plan that will support delivery of the project objectives throughout the project period appreciating the unique context.
  • Ensure proper application of business processes, standards and guidelines related to the project in accordance with the donor requirements.
  • Ensure timely and appropriate utilization of the budgeted project resources.
  • Ensure timely baseline survey of the Project and dissemination of findings to all partners including GoK and BMZ.
  • Support the project officers to set up and maintain effective complaints and feedback mechanisms to ensure that beneficiary concerns are addressed in a timely and effective manner.
  • Organize annual review meetings for planning and monitoring of project activities.
  • Ensure that an effective and participatory M&E system is established in a decentralized manner.
  • Ensure financial aspect of the project are adhered to in compliance with Donor set standards.
  • Ensure that the project achieves acceptable financial and operational audit results by implementing activities in accordance with established norm and policies
  • Ensure implementation of risk and audit recommendations
  • Ensure that the sub grantee submits timely and quality periodic and annual reports and plans as required by the donor.
  • Ensure that sub grantee utilizes the funds as intended adhering to the set guidelines and standards.
  • Provide project data for STEP system & Child monitoring and ensure use STEP data for project programming.

  • Ensure capacity needs assessment and capacity building of project team and partners to effectively advocate for and implement project interventions.
  • Impart appropriate mentoring, coaching and supervision in order to equip, motivate and empower Project teams within WVK and FSK.
  • Ensure that continuous professional development, including performance agreements and appraisals are timely done.
  • Coordinate building of sub grantee capacity to independently run the project on its own as per schedule.

15%Advocacy, Partnership, Networking and Resource Acquisition

  • Work with partners to engage in advocacy activities with the government structures at the County level, to address the needs of local communities and inform national level advocacy initiatives
  • Work with community groups to utilize advocacy approaches such as Citizen Voice and Action (CVA) to enable service users and local partners to engage directly with local government service providers to improve the quality of government services for children and to generate information and evidence for use in national level advocacy work.
  • Organize and convene/chair meetings for joint planning and

  • Engage with and manage relationships between Partners and act as the main link between the project and World Vision Germany.
  • Strengthen networking with relevant government departments especially Ministries of Agriculture, Livestock and Fisheries, Water and Irrigation, Forestry and Natural Resources to lobby for their active participation in building relevant structures for sustainability.
  • Ensure WV representation in donor forums (BMZ), the Government of Kenya (National and County), private sector, Civil Society Groups, including Faith-Based Groups fora.
  • Ensure active engagement on policy at both the National and County level on issues to do with the food and nutrition security sustainable use of natural resources.
  • Create good working relations with the County governors/ Executive Committee Members as well as Legislative arm of the County Governments.
  • Ensure that Project interventions are in synergy with other related Programs within the Baringo County for sustainability.
  • Organize integrated review meetings for WVK, sub grantee, partners and the donor.
  • Participate in development of FNS and NRM related concepts and proposals to support fundraising.
  • Learning and skills transfer enhanced through coordinated engagements with external stakeholders.
  • Good working relationship with the line ministries at the county and National level
  • Identified gaps are addressed in subsequent programming and/or concepts development

  • Ensure identification, documentation and sharing of best practices, change stories, lessons learnt and project successes.

Minimum education, training and experience requirements to qualify for the position:

  • Bachelor’s degree in Agriculture, Agriculture Education and Extension, Agrinutrition, Horticulture, Agricultural Engineering, Agribusiness Management, Animal production , Agricultural Economics, Nutrition or equivalent.
  • Minimum 5 years’ experience in humanitarian and development agency 3 of which must be in leadership, Project management and integrated livelihood and development projects.
  • Must be results orientated leader with performance based management knowledge who can manage and satisfy multiple and at times conflicting organizational, donor and other stakeholder demands;
  • Excellent conflict management skills and a strong team player.
  • Experience supporting strategic programme development including successful proposal development for humanitarian donors
  • Strong evidence of good interpersonal and communication skills
  • Budgetary and financial management skills
  • Highly flexible and organized, able to manage multiple, simultaneous demands and willing to take on new tasks on an ad hoc basis.
  • Ability to work both on own initiative and as part of a team in a high-pressure environment while adhering to deadlines.
