Position: Project Manager

Report to: Area Coordinator

Location: West Nile, Uganda

Purpose of the position:

To take lead in coordinating all aspects of the Omugo Multi sector phase 2 project as per key project documents, aligned to WVU NO strategy, technical approaches and technical programs, as well as the West Nile Response strategy. The job holder is responsible for project, staff, procurement and financial management, Reporting and Documentation, Stakeholder engagement and Fundraising. The job-holder will work closely with sector specialists, project partners and program officers to ensure effective implementation.

Major Responsibilities:

Project Management

  • Provide leadership on the strategic planning and management of the project as per the approved project design document. This will include:
  • Lead the development of project log frame (M&E Plan, ITT & DIP), procurement plans and cash flow forecast to facilitate smooth implementation of the project
  • Provide management and technical oversight/guidance to project staff in the identification of children in need of protection services. (Beneficiaries )
  • Ensure timely planning and undertaking of project procurements; works with the local and National Office Procurement department to ensure procurements are carried out according to policy and are both time and cost sensitive.
  • Organize regular meetings with project teams to plans and review project performance
  • Work with sector technical staff and project partners to develop and roll out project specific initiatives e.g. training, consultancy, publications , campaigns and other awareness activities

Project Technical Support

  • Support effective implementation of Child Protection in Emergency projects through:
  • Working closely with CPiE technical specialists at the Response and National Office to support the roll out of project models, designs and approval of technical works, Monitoring, supervision and certification of project activities.
  • Work closely with the livelihood Technical Lead to ensure effective implementation of the environmental management initiative including the farmer managed natural regeneration component
  • Effectively provide supervision and enhance capacity of project staff and partners to implement project interventions to expected standards.
  • Lead on management of project finances including authorizing transactions, review of Budget, Generation of 4 quarterly Financial report with support from the Finance Team
  • Lead in the management of project assets (Motor Vehicles, Motorcycles, Laptops, Cameras, Desktops, TV set, Furniture, etc. by providing quarterly asset register, Servicing motorcycles & vehicles when due, approving monthly vehicle reports.

Research and Innovations

  • Work with the identified partners to ensure effective implementation, documentation and dissemination of the various innovations that are part of the Omugo Multi Sector Phase 2 project i.e., Child Friendly Space Research for Health in Humanitarian Crises (R2HC), Cooking Energy Assessment in Refugee Settlements & Development of Active Pot Cooking System

Resource Mobilization

  • In collaboration with the GAM team, coordinate resource mobilization, through proposal writing to ensure scale up of project interventions
  • Support information collation, other preparation for stakeholder and donor engagement
  • Participate in the writing of project proposals and concept notes

Networking and Collaboration

  • Coordinate with INGOs, OPM, Districts and the UN through inter-agency meetings and bilateral discussions on all matters related to the project to ensure project interventions are informed by existing gaps across all the districts for increased impact.
  • To ensure effective coordination, collaboration with key project stakeholders (district local governments, NGO/CSOs and CBOs) with regards to project implementation and opportunities, leveraging their resources against this project funds to improve ownership and sustainability.
  • Participate in coordination meetings at District and settlement levels and Identify strategic networks stakeholders and partners
  • Participate in the Development of Standard Operating Procedures (SOPs)
  • Participate in the inter-agency assessments of the needs of Persons of Concern
  • Participate in joint inter-agency activity implementation like participating in International Days commemorations like Day of African Child, International Women’s Day.

Project Monitoring and Evaluation, learning

  • Conduct regular review and tracking of DIPs, ITTs, budgets and cash flows to ensure efficient budget utilization and progressive implementation of activities against approved plans.
  • Track all project indicators using the ITT to ensure all project outputs , outcomes and impact is realized
  • Ensure project plans are effectively implemented, monitored and progress reports shared. This will include effective finance/budget management.
  • Participate in project evaluation studies like Base line, Midterm and End line to inform progress
  • Coordinate stakeholder joint monitoring of project activities

Documentation and Reporting

  • Ensure timely submission of monthly, quarterly ,bi-annual and annual and end of project reports in line with donor conditions
  • Document and share project best practices and lessons learned during implementation including action research, case studies and documentaries.
  • To ensure relevant project information is collected and feeds into existing national and district information management systems

Personnel Management

  • In collaboration with WVU People and Culture Team, lead on hiring, supervision motivation and retention of the project staff, while upholding staff discipline and values of the organization.
  • Asses and identify staff development needs and design appropriate trainings based on the 70:30:10 Model ( coaching )
  • Work with staffs and develop leave an annual leave plan
  • Help staffs set performance targets and review them periodically as per the P&C guidelines
  • Make sure 100% of staffs have contracts, IDs and Medical insurance cards
  • Hold monthly staff meeting

Qualifications: Education/Knowledge/Technical Skills and Experience

  1. Education: Degree in Social sciences, Development Studies, Gender Studies or related field.
  2. Technical skills: Strong advocacy and understanding of protection needs of children in Emergencies, Experience in project planning and management, Strong understanding of child protection systems, case management ,community based child protection, psychosocial care and support, are added advantage. Self-motivated with excellent leadership and time management skills.
  3. Experience: At least 5 years’ experience in Emergency/humanitarian work managing UN or government grants
  4. Experience in Monitoring & Evaluation.
  5. Track record of success in grant fundraising, including donor relations and proposal writing.
  6. Proactive personality, self-driven and strongly motivated.
  7. Capacity/potential in leadership, relationship management/networking, and coordination.
  8. Spiritual maturity, interfaith knowledge and a biblical worldview – ability to articulate and model our Christian identity and mission in an inclusive way.
  9. Good interpersonal skills, strong communication skills, both verbal and written.
  10. Proven conceptual & analytical skills, ability to take an evidence-based approach to programme design.
  11. Proven facilitation skills.
  12. Team player.
  13. Ensure a gender perspective in the scope of work.
