ROLE PURPOSE

Rwanda currently hosts approximately 150,000 refugees and asylum seekers across five protracted refugee camps and urban area of Kigali. Protection concerns have been noted in these camps including sexual and gender-based violence (SGBV) and child protection incidents. Plan International Rwanda has since 2014 been partnering with the Ministry in Charge of Emergency Management (MINEMA) and several UN agencies such as UNHCR and UNICEF to address these issues and is currently the lead organisation in implementing child protection and SGBV prevention and response activities in all sites.

Plan International Rwanda has secured funding from Plan International Belgium to build the critical assets of adolescent refugee girls in Rwanda. In this regard, Plan will implement a project called “Empowering Girls for Equality” in Gihembe and Nyabiheke refugee camps. It is an opportunity to train refugee women to become mentors to adolescent refugee girls, teach life skills curriculum to girls groups, facilitate girl-friendly safe spaces, support savings groups and community services projects with adolescent girls, engage men and boys in positive masculinity, and engage in other activities involving the empowerment of adolescent girls in the refugee camps.

Dimensions of the Role

The Project Manager reports directly to the Emergency Response Manager. The Project Manager directly line manages three staff (Project Coordinators, one in each camp and the Champions of Change Coordinator ). S/he manages a budget of approximately 450,000 EUR for a period of 8 months with possibility of extension. S/he may manage partners and other incentive workers as necessary.

Accountabilities

Typical Responsibilities – Key End Results of Position:

In collaboration with the Emergency Response Manager (ERM), s/he will:

  • Directly line manage and supervise 3 staff, namely 2 Project  Coordinators and a Champions of Change Coordinator;
  • Oversee the proper and timely completion of the “Empowering Girls for Equality” project activities before the end of the grant in line with the amended budget and work plan;
  • Contribute to the project planning and design for activities with implementing partners, including contributing to the budget, project description and work plan, and supervising the development of POs in SAP;
  • Supervise and ensure that the Project Coordinators develop camp-based work/action plans aligned with spending plans for each result;
  • Provide highly specialized technical support in case management of child protection and adolescent competency areas;
  • Oversee the implementation and expenditures of the project by working closely with the grants accountant as well as the partners;
  • Oversee the recruitment process for external consultants and the provision of proper and timely deliverables
  • Ensure the review of monitoring and data management by the M&E officer and the review of progress and final reports to donors to ensure program quality and achievement of targets, results and objectives;
  • Provide technical support by means of advice and training to the emergency staff in the area of child protection and adolescent girls programming;
  • Provide organizational support to the teams in the camps and monitor implementation of activities by undertaking regular field visits and on-the-job training;
  • Attend and participate in sectorial coordination mechanisms with other implementing partners at Kigali level, including participation in (technical) meetings for emergency response in the area of child protection;
  • Ensure services are gender-sensitive and child-friendly.

Key deliverables and indicators for success

  • Progress reports (financial and technical) in accordance with donor/grants reporting requirements submitted in time;
  • Regular participation in coordination meetings at the national level;
  • Monthly field visits to support the teams in the camps;
  • Quarterly trainings organized on child protection and managerial skills and competencies for camp- based staff.

Technical expertise, skills and knowledge

Experience

  • University degree or equivalent in Social Work, Psychology, International Relations or related fields. Master’s degree preferred.
  • Minimum of 3 years of relevant working experience in child protection and SGBV; working in a refugee context and with adolescent girls preferred.
  • Experience working directly with SGBV survivors and children at risk.
  • Working experience in a similar role in bilateral organizations or INGOs.
  • Proven experience in managing a large group.

Skills

  • Strong leadership and management/supervisory skills; ability to work individually and within a team with limited supervision. A self-starter.
  • Good budgetary and financial planning/management skills.
  • Good analytical, problem solving and project planning skills.
  • Ability to communicate clearly, effectively and strategically with internal and external stakeholders as a representative of Plan.
  • Strong capacity building/training/coaching/mentoring skills with communities and internal and external staff.
  • Strong skills in monitoring, evaluation, research and conducting participatory, community-led assessments.
  • Excellent community mobilization skills.
  • Resource mobilization skills, ability to design effective concept notes and manage relationships with donors.

Knowledge /Competencies

  • Knowledge of child protection and SGBV in emergencies, inclusive of direct programming.
  • Knowledge of Sphere and international child protection/SGBV standards, methodology and tools.
  • Knowledge of case management, psychosocial support and prevention.
  • Knowledge of multi-sectoral and community-based approaches to child protection and SGBV prevention and response.
  • Computer knowledge – Microsoft Word, Excel, Outlook.
  • Strong command of both written and spoken English.

Physical Environment

•           Based at the Kigali Country Office with frequent visits to Gihembe and Nyabiheke camps.
