Scope of work

IRC is seeking a Project Manager for a three-year project, “Promoting Inclusive Urban Development in Assosa town, Ethiopia”, funded by EUTF. This project seeks to increase the safety and well-being of the displaced population and its host community in Assosa urban or peri-urban settings and reduce inequalities between these groups. Under this project, IRC intervenes in public service provision across the three sectors (WASH, health, and GBV). He/she will work with Assosa Field Coordinator, Community Well-being Initiative (CWI) Coordinator, Environmental Health Coordinator, and Health Coordinator. He/She will be responsible for coordinating across the above mentioned three sectors, partners, and governmental actors to ensure the project delivers high impact programming for the target population. The Project Manager will ensure that the project achieves the encouraged results and is implemented per the donor agreement, donor regulations, and internationally recognized quality of assistance standards. The Manager is also encouraged to assist in Beneficiary Feedback mechanism initiatives and is encouraged to spend over 50% in the field and deployments assignments in BGRS regions as needed.

Major/key responsibilities:

  • Represent the program teams in regular donor and partner coordination meetings, briefings, field missions, and visibility/recognition efforts related to the project.
  • With support from WASH, CWI, and health coordinates the development and timely preparation/submission of governmental and donor reports and submit to grants team.
  • Maintain open and co-operative relations between key program implementation partners, governmental actors, and donors through regular consultations, meetings, and effective coordination.
  • Ensuring timely and duly management of the project and implementation of all activities listed in the Work Plan.
  • Lead on the establishment of multi-stakeholder coordination and steering committee forums in target area, and facilitate any required support from government bodies for the intervention the activities under the three sectors.
  • In consultation with WASH, CWI, and health develop a detailed plan of action for the operation of interventions every year based on close engagement and consultation with all partners as well as regular monitoring of the program implementation.
  • Develop, review, and supervise, in coordination with the mentioned department program staff and governmental actors, annual work, and performance plans to ensure long-term and short-term priorities are on track.
  • Supervise project operation and progress through communication with field managers and regular field visits.
  • Regularly communicate and coordinate with the three sectors coordinators and field managers on technical and project management issues.
  • Collaborate closely with operations (HR and Supply Chain) on project transportation needs, recruitment, and procurement, adhere to all IRC policies and procedures.
  • Conduct field visits to project sites and thoroughly document findings and recommendations include a final review of any assessment conducted or any other project learning and evaluation activity.
  • Ensure good project M&E to demonstrate a good plan project implementation and project impact. Assist with planning throughout the project cycle. Ensure that all project requirements and indicators are met and are of a high quality-cost effective implementation, this includes activity guidance, tools, or any innovative approach are developed to improve program quality and support the implementation at field level across the three sectors.
  • Closely follow up on the implementation of planned activities under the project in a timely manner.
  • Ensure proper and timely budget utilization in compliance with donor requirements and IRC’s financial policies.

Ensure the achievement of the project’s deliverable within the grant period.

Job Requirements

Minimum Qualifications and Skills

  • Applies technical or administrative skills requiring intermediate knowledge of procedures and systems to perform the requirements of the job; skills and knowledge are typically acquired through formal education.
  • MA/MSc or equivalent in Health (MPH), Social Science, Humanities environmental science, water resources management, or another related field of study/BA.
  • Minimum of 4/6 years of professional work experience for MA and BA subsequently.
  • At least one year of experience in a manager/coordinator level position, preferably with experience in the field of humanitarian response and project management working for an international NGO, UN agency or relevant ministry or local authority.

Since October 2012, the IRC has been responding to humanitarian needs of Nigerians. The IRC initially intervened in response to floods that affected over 7 million people across the country, destroying harvest and damaging homes. The IRC is currently implementing programs in Health, Protection, WASH, Nutrition, Food Security, and Women’s Protection and Empowerment (WPE) in Adamawa and Borno States in North-Eastern Nigeria.

The IRC is dedicated to making women and adolescent girls healthier from the earliest phase of acute crises (a target group most vulnerable during crisis) and implements evidence-based reproductive health interventions in line with the SPHERE-standard Minimum Initial Service Package for Reproductive Health in Crises (MISP). The goal is to ensure that the IRC’s health responses in emergencies include the core package of Reproductive Health (RH) services in its interventions.

The IRC’s Reproductive Health (RH) program is currently implementing (MISP) for RH in 4 health care centers in MMC and Jere LGAs and 1 IDP camp clinic. In addition the program is starting up an emergency mobile programming outside of these areas of Maiduguri in coordination with the WPE team. The focus of this program is to provide quality comprehensive RH and WPE services to conflict-affected women and girls in a timely manner. In addition to the mobile program, the WPE and RH joint mobile teams will be in charge of rapid assessments and rapid response. The mobile teams will be focused in the newly opened LGAs and emergency areas previously inaccessible due to conflict and insecurity. These teams will provide life-saving services to populations outside of Maiduguri, who have not had access to services in approximately 3 years.
