Context:

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Programme Officer (Transition and Recovery) in Kinshasa, the successful candidate will be responsible for the implementation of the return, reintegration and recovery project for former combatants in Ituri province.

Core Functions / Responsibilities:

  1. Implement, coordinate and monitor all consortium activities related to the project, checking appropriate compliance with donor requirements as well as IOM administrative policies.
  2. Coordinate the implementation of community development initiatives including quick impact projects, infrastructure development and cash-based interventions.
  3. Support the implementation of skills-based training aimed at providing alternative livelihoods to vulnerable populations.
  4. Develop, implement and monitor community dialogue and sensitization workshops in an inclusive and participatory manner to foster social cohesion and reconciliation.
  5. Facilitate regular monitoring and evaluation of activities, in coordination with the donor, the consortium partners, potential implementing partners and relevant government authorities
  6. Supervise and coordinate the work of project support staff members in operations/logistics, procurement, capacity building and trainings, research, analysis and monitoring and evaluation.
  7. Contribute to the management of financial/budgetary planning, exercise quality control over the implementation of procedures and all documents and ensure proper follow-up as necessary.
  8. Track and coordinate timely submission of reporting on the project, including ad hoc, monthly, interim, quarterly, annual and end-of-project reports within the consortium,.
  9. Coordinate strategic communications’ activities of the consortium project aimed at awareness-raising and information sharing.
  10. Maintain appropriate partnerships with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange.
  11. Facilitate regular information exchange, project cooperation and the promotion of IOM-implemented initiatives.
  12. Facilitate the integration cross-cutting issues such as gender-based violence (GBV), conflict sensitivity, do-no-harm, accountability to affected populations (AAP), environmental concerns and other relevant issues into the project.
  13. Contribute to project development efforts for the continuation of existing projects as well as new projects in the related field.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Affairs, Political or Social Studies, Law or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Experience in project implementation, administration and government relations;

• Prior experience working with vulnerable groups in a highly complex conflict area, particularly in areas related to Disarmament, Demobilization, and Reintegration (DDR), economic recovery, social cohesion, reconciliation, human rights, or peacekeeping;

• Project experience related to one or more of the following topics: community-based reintegration, stabilization, government capacity building, community-led recovery and conflict mitigation;

• Previous working experience with international organization or non-governmental organisations (NGOs) would be a distinct advantage;

• Previous experience in or knowledge of the Democratic Republic of the Congo would be an advantage.

Skills

• Ability to analyse and consolidate information succinctly.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in French and working knowledge of English is required (oral and written). Working knowledge of Swahili or Spanish is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
