Mercy Corps has been present in Liberia since 2002, focusing its interventions on Governance, Youth Livelihoods, Economic Growth and Development. With funding from the EU, SIDA and USDA, Mercy Corps has been able to work together with communities in Liberia to respond to their various needs bringing benefits to more than 40,000 beneficiaries through the provision of employment and entrepreneurship opportunities and access to energy.

Mercy Corps’ Strengthening Maternal and Infant Healthcare in Liberia (SAFE) Programme, will leverage the GoL’s commitment to improved health services, and through both national and community level efforts to improve the health status of 15,000 women of reproductive age and children under five in rural communities of Liberia. The one-year programme, funded by UAE MOFAIC will ensure vulnerable Liberian women of reproductive age and children under five have improved health status.

General Position Summary

The Project Manager will provide technical and program oversight and direction for the quality implementation of the SAFE Programme. The person needs to ensure that health activities are integrated with other Mercy Corps program activities to ensure maximum impact for the target population.

Essential Job Responsibilities

PROJECT MANAGEMENT

  • Coordinate, manage, and implement capacity building efforts through the mobilization and empowerment of partner organizations to identify, plan, and address priority needs.
  • Coordinate activities with all involved implementing agencies. Organize monthly meetings with all partner organizations to ensure close cooperation and sharing of lessons learned.
  • Monitor and measure project implementation, impact, standards, and operational compliance.
  • Produce formal and informal reports on all aspects of the project in a timely and efficient manner.
  • Coordinate work plans for capacity building staff, identify training needs and develop, implement, and maintain training plan. Train MC national staff in all aspects of monitoring, evaluation, quality control, and general project implementation. Participate in meetings relevant to health, community development, or as assigned.
  • Provide and coordinate assessments, training, education, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites as required by program activities
  • Use knowledge of best practices in maternal and child healthcare to build the capacity of the Ministry of Health and partners.
  • Ensure project activities are technically sound, evidence-based and responsive to the needs of the Ministry of Health and the donor, UAE MOFAIC.
  • Ensure integration across technical areas and with cross cutting approaches such as gender, equity and rights based approaches to health.
  • Design and develop, with in-country counterparts health services strengthening strategies, with an aim to build the capacity of national institutions in delivering high quality maternal and child healthcare services as well as in establishing human capacity building and training systems that are competency-based and meet the needs of the health care system.
  • Manage technical contributions of sub-grantees, including providing scopes of work.
  • Maintain excellent relationships with the Ministry of Health and UAE MOFAIC and in-country stakeholders.
  • Ensure availability of resources/facilitate the procurement of equipment and supplies required for project implementation.
  • Participate in weekly management meetings.
  • Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.Team Management
  • Oversee all field officers. Responsible for all skill-building training of field officers.
  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Supervise, hire and orient new team members as necessary.
  • Provide team members with information, tools and other resources to improve performance and reach objectives.

Knowledge and Experience

  • Minimum Bachelor’s degree in Public Health or equivalent is preferred.
  • Minimum of 5 years proven record of the skills and experience required to strengthen local capacity in maternal and child healthcare skills, including teaching, mentoring and coaching.
  • Sectoral experience in health, sanitation, or microfinance is preferred. Experience must include NGO capacity building and community development.
  • Proven experience in project management in the development sector.
  • Knowledge of best practices in maternal and child healthcare and ending preventable maternal and child deaths.
  • Experience in team building including fostering collaborative partnerships and linkages with stakeholder groups, particularly the MOH and CSOs.
  • Proven grant management and budget oversight skills are required.
  • Effective verbal and written communication, multi-tasking, organizational, prioritization skills are necessary.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines, and work cooperatively with team members is required.
  • Internationally recognized qualification in project or program management or a commitment to obtain the qualification in the early months of work.

Success Factors

A strong team member will be conscientious, with excellent judgement, capable of multi-tasking, prioritizing, problem-solving and attention to detail with strategic vision. S/he must have the confidence, and humility, to work effectively with a large variety of people who will be diverse culturally, economically and in social status. S/he must be sensitive to political and cultural nuance and able to consistently apply excellent judgment to a variety of demanding and fast-changing situations, as well as the ability to foster solid working relationships with Mercy Corps staff and CBOs. Working as part of a team and coordinating with project personnel, as well as strong organizational skills, are essential to this position.
Living Conditions / Environmental Conditions

The Program Manager is based in Monrovia. This location is accompanied and secure. Housing is individual accommodation with unlimited freedom of movement beyond the house/office. There are several International schools in Liberia. Staff will have access to basic services – medical, electricity, water etc. This position requires 40% of travel by road to field offices in safe environments.

Mercy Corps team members represent the agency both during and outside work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
