Background

Position within the Organisation
The Project Manager is a member of the Programme Management Unit which manages and implements all of Interpeace’s active and ongoing programmes around the world. The Programme Management Unit is led from the Headquarters office in Geneva, although team members are based in various locations around the world.
The Project Manager is a member of the Somali Programme Team that implements all of Interpeace’s active and ongoing projects in the Somali region. The Project Manager reports to the Country Coordinator and supervises the Project Officer(s), Project Support Officer and Interns if any within the Somaliland office.
Purpose and General Overview
The Project Manager is responsible for day-to-day management and timely delivery of the Supporting Women Candidates project in Somaliland, in preparation for the parliamentary and local council elections. The Project Manager provides the overall direction of implementation of the project in collaboration with other members of the Somali Programme team. The Project Manager ensures that programme implementation is done to a high standard in line with workplans and budget. The Project Manager manages the external relations with project stakeholders in Somaliland in collaboration with the Somali Programme Country Coordinator. The role is also responsible for overseeing reporting, monitoring and advocacy activities.

Duties and responsibilities
Strategic Engagement
- Provides support and spearheads the development and definition of the project strategy in line with the overall Interpeace Strategic Plan and the context in the Somali region
- Engages with different stakeholders at track 2 and 3 (Somaliland Civil Society and Community representatives), occasionally operating at track 1 (engaging senior government officials and leaders of the three political parties) to advance Interpeace’s work in the country
- Identifies and promotes new strategic partnerships to expand the scope of work at country level.
- Identifies and develops opportunities to expand the project within the country, in collaboration with the country programme team, implementing partners as well as the Programme Development Unit
- Captures and communicates the impact of Interpeace’s work, including nurturing a strong Monitoring and Evaluation capacity in the project
- Maintains an acute awareness and analysis of political and social dynamics which are relevant to Interpeace’s mandate and oversee the production of regular briefing notes for colleagues and other relevant stakeholders
Programme Management and Development
- Provides effective leadership over the day-to-day implementation of the project within agreed work plans, budgets and financial management parameters to ensure the highest level of project delivery, quality and accountability
- Drives the project’s annual planning and contributes to the budgeting processes as per organisational guidelines and local context
- In collaboration with the Finance and Administration Manager, ensures effective implementation and compliance with finance and other Interpeace governance manuals, policies and procedures, and complies with procedures required by grant or contract agreements
- Oversees the project portfolio to ensure the highest level of project quality and accountability
- Produces preparatory and summary notes for visits and meetings with stakeholders aimed at project development and innovation
Management – institutional coherence
- Implements and manages the programmatic work of the project in Somaliland
- Ensures close operational coordination with other Somali programme staff
- Responds to request of information from implementing partners and other project stakeholders
Representation
- Focus’ on Tracks One, Two and Three to promote the project implementation
- Develops and strengthens relationships with implementing organisations and networks. In addition, the Project Manager also establishes national strategic relations and alliances with Somaliland civil society working in common cause with Interpeace objectives
Management of Personnel and Resources
- Supervises the Project Support Officer and /or interns
- Ensures project operates effectively and regularly updates the Somali Country Coordinator on issues affecting the project’s operations
Operational Support – Finance and Administration
This work is under the supervision of the Sr. Finance and Administration Manager in Nairobi and in coordination with the Finance and Administration Officer in Hargeisa:
- Assists in organizing events, workshops and/or conferences in respect to the project.
- Coordinates the administrative processes for procurement of services and related payments.
- Ensures that all supporting documentation in relation to the project are submitted to the Finance and Administration Officer in Hargeisa for proper accounting records.
- Advices the Finance and Administration Officer on the payments needed for the project based on the approved budget
- Provides guidance and coordination for the effective organisation of events and conferences related to the project
Qualifications:
Education
- Degree in peace-related studies, social or political science or other relevant fields.
Experience
- 5-7 years of experience in peacebuilding, political and/or developmental work with increasing responsibility.
- Demonstrated effectiveness and substantial experience with short and long-term planning; financial management, and programme implementation.
Competencies
- Knowledge of current thinking on peacebuilding issues and methods; and demonstrable ability to anticipate emerging needs and integrate them swiftly into priority programme setting
- Well established and practiced organisational and planning skills; and knowledge and experience of project cycle management including using project planning and management tools
- Developed ability of raising the profile of an organisation, networking with government agencies, donors and other international agencies, and using the media to generate profile
- Proven ability to communicate, negotiate and work with high level executives and government officials
- Deep understanding of the dynamics affecting the participation of women in politics
- Demonstrated ability to work with women organisations in the advancement of women’s representation and rights
- Excellent writing and communications skills in English and Somali are required
