role PURPOSE

The Women and girls Protection and Empowerment Project Manager will be responsible to oversee the capacity building and mentoring of local NGO Partner staff, and quality implementation of women and girls’ protection and empowerment programming in Búzi, Dondo and Nhamatanda Districts in Sofala. This includes both direct delivery and collaboration with and mentoring of local partners in the implementation of 1) survivor-centered case management; psycho social support; and empowerment activities for vulnerable women and adolescent girls within Women-Friendly Spaces (WFS); 2) community GBV prevention activities Resettlement and host communities; 3) Training and capacity building activities for the decentralized Government social work force (including: Social workers, Health, Police, Judiciary and  others), community workers and  NGO actors to improve their knowledge on GBV and the quality of case management and psycho social support to GBV survivors.

Dimensions of the Role

Partner Supervision and Development

  • Mentor and build the capacity of local partner staff members, on all aspects or programming including technical knowledge, project cycle management, budgeting and budget management, team management, coordination and reporting.
  • Collaborate closely with the Sofala Province DPGCAS and UNFPA on identifying, training and mentoring women and girls’ protection and empowerment actors in Buzi, Dondo and Nhamatanda.
  • Provide ongoing supervision, mentoring, training and technical support and guidance to the local partner and ensure that the partner adhere to the Inter-agency minimum standards

Technical Quality

  • Provide technical guidance, oversight and support to improve the provision of quality case management and psychosocial support (PSS) services to meet the needs of women and girls
  • Develop and lead training of partners staff, GBV actors and service providers in case management, GBV core concepts, GBV tools and resources, PSS, adolescent girls and women’s empowerment approaches; in close collaboration with the GBV Sub-Cluster and the Provincial Directorate of Gender, Children and Social Action (DPGCAS)
  • Lead development and oversee implementation of community-based, primary prevention activities to engage all community members including women, girls, men and boys in GBV prevention and risk mitigation.
  • Contribute to and inform continuous analyses of programme and service delivery data for problem identification, programme planning and advocacy purposes and to identify trends and gaps in case management and service provision to help improve programming.
  • Support in the implementation of a robust Monitoring and Evaluation (M&E) system for all objectives, indicators and activities that is consistent across locations and feeds into evidence-based programming in collaboration M&E Officer.
  • Engage with the other PIM program leads to ensure programmatic integration is in line with women and girls’ protection and empowerment guidelines

Accountabilities (BUT NOT LIMITED TO)

Project Management

  • Work closely and coordinate with PIM Operations, Finance and Business Development departments to ensure compliance with project requirements and that financial and logistical control are implemented according to PIM protocols.
  • Ensure high-quality PIM and donor reports on activities, indicators and achievements.
  • In collaboration with DRM, manage programme budgets, develop and maintain work, spending, procurement and M&E plans to ensure the programme is implemented according to schedule and budgets, and that programme objectives and targets are met.

Coordination, Advocacy & Representation

  • Build relationships with partners, government, other NGOs and UN agencies to establish/strengthen appropriate GBV referral systems to ensure survivors access services in a timely and confidential manner and enhance multi-agency and multi-sectoral cooperation and coordination.
  • Represent PIM and coordinate activities with the Protection cluster as well as GBV Sub-cluster or any other relevant coordination meetings as required.

Partner Management

  • Develop and maintain effective working relationships with the local partner and government ministries. Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensure regular technical support and guidance to the partner in accordance with partnership agreements.
  • Conduct regular planning and review meetings with local partner to assess progress, lessons learned and develop action plans.
  • Undertake other relevant tasks as requested by the Emergency Response Manager

Technical expertise, skills and knowledge

Essential

  • Degree in public health, international development, psychology, social work or other related discipline.
  • At least 5 years of relevant programme management experience, with at least 2 years of GBV programme management experience.
  • Demonstrate clear understanding of gender, human rights and violence against women and girls.
  • Experience in working with and building national partner capacity on GBV.
  • Experience facilitating trainings and workshops on responding to and preventing GBV.
  • Positive and professional attitude, including ability to lead and work well in a team setting.
  • Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
  • Knowledge, skills and experience in participatory methods of community development and mobilization.
  • Comfortable attending and facilitating meetings and representing GBV issues.
  • Excellent interpersonal and problem-solving skills, creativity and flexibility.
  • Ability to speak and write in English and Portuguese. Knowledge of the indigenous languages spoken in Sofala is a plus.

  • Master’s Degree in Social Sciences or other equivalent
