NPA in Zimbabwe is working with partners on long-term development, human rights and grass root organizations in the Development and Humanitarian Cooperation (DHC) ProgramN and clearance of landmines in the Humanitarian Disarmament (HD) Program.

We are looking for an experienced Project Officer (PO) for the DHC Program in Harare Zimbabwe. This is a senior position that requires a mature professional of high integrity. The person must be able to analyse and assesses political, social and economic trends and provides substantive inputs to program formulation, evaluation and joint programming initiatives. The PO will work to assist, coordinate and ensure effective, efficient provision of support of management of projects.The PO will provide technical support, advice and oversight on program level monitoring, evaluation and learning. The PO will work under direct supervision of the Program Manager DHC Zimbabwe and Regional Director based in South Africa.

This is a national position, based in Harare with national and regional travel as required.

KEY RESPONSIBILITIES

· Project Administration (Identification, Planning & Management and Policy Analysis)

· Preparation of appropriate project proposals together with estimated budgets.

· Assist in carrying out project planning and management.

· Assist in development of country and regional program strategies and activities.

· Staff training in Project Administration.

· Preparation of periodic project reports relating to the progress of the project and some regular project visits to the sites.

· Project Monitoring, Evaluation and Learning focal point.

· Provide technical support in NPA monitoring and evaluation tools/framework.

· Support and advise team and partners on M&E.

· Provide Monitoring, Evaluation and Learning Reports.

· Women and gender participation focal point

· Facilitate participation of young women and girls in programming.

· Assist institutional and organizational development of women and networks.

· To strengthen and recommend the capacity of the partners that will be implementing the project on behalf of the organization.

· The Project Officer should be able to network with government, local government officials and to liaise with personnel of other Non-Governmental organizations with similar objectives to that of the organization or which are involved in developmental issues affecting communities.

· To liaise and communicate with the Program Manager on updates, developments and any information considered relevant to the projects and the organization’s area of work.

QUALIFICATIONS

· At least 5 years’ experience working at senior level in program management in development work multi-functional work team, with multiple grants and grantees.

· Degree in Social Sciences.

· Post graduate certificate in monitoring and evaluation.

· Excellent English writing and communication skills and ability to work in a team.

· Good analytical and program management skills.

· Ability to work under pressure.

· Advanced monitoring and evaluation skills.

SKILLS, EXPERIENCE AND KNOWLEDGE

Essential

· Experience working with local NGOs CBOs, academics, research institutions, networks and coalitions.

· Working experience in international NGO or the donor sector.

· Grant management and grant supervision.

· Working within partnership models.

· Ability to build strong, credible relationships with internal and external stakeholders

· Good proposal writing skills.

· Ability to work with communities.

· Experience from networking, lobbying/advocacy and long term development assistance

· Gender analytical skills.

· Ability to offer organisational development strategies.

· Understanding of Results Based Management.

· Computer literacy.

· A clean class 4 driver’s license

Desirable

· Fluency in spoken and written local languages

· Ability to work independently, be proactive and make decisions as required

· Flexibility in terms of working hours which may include working after hours and/or weekends

· Knowledge or appreciation of Zimbabwe context in terms of political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region

· Ability and willingness to travel regularly, at times at short notice, locally, regionally and internationally
