Context:

The IOM Migration Governance Framework (MiGoF) endorsed by IOM member states in 2015 and the migration related activities of the Sustainable Development Goals (SDG’s), among others, set out the elements for facilitating orderly, safe, regular and responsible migration and mobility of people through planned and well-managed migration policies. These frameworks present a set of principles and objectives which, if realized, ensure that migration is governed humanely, orderly, and benefits migrants and society.

IOM Tunisia works closely with its governmental, intergovernmental and non-governmental partners through its offices in Tunis, Zarzis and Sfax. This includes working with Tunisian authorities and civil society stakeholders to enhance border governance as well as the provision of services to migrants and host community, including through trainings, assessments and other

technical assistance, and coordinating research on migration governance related matters.

Under the overall supervision of the IOM Tunisia Chief of Mission and the direct supervision of the Migrant Protection & Counter-Trafficking Project Manager, and in close coordination with colleagues at IOM Tunisia and the IOM Regional Office in Cairo, the successful candidate will contribute to the planning, implementation, monitoring and reporting of a variety of technical assistance and capacity development activities in the area of Migration Governance in general and activities in support of Immigration and Border Management in particular.

Core Functions / Responsibilities:

  1. Coordinate project planning and implementation, with a particular focus on project components in the field of Migration Governance, including relevant technical assistance and capacity building activities focusing on integrated border management and enhancing health surveillance at borders.
  2. Provide administrative and technical support for aspects of relevant projects, in compliance with IOM policies and standards, as well as donor requirements.
  3. In close coordination with procurement, coordinate the provision of infrastructure and equipment support for enhanced health surveillance at borders and solutions relating to immigration and border management, as required.
  4. Provide cross-cutting technical support for the coordination and implementation of IOM Tunisia projects in the field of Migration Governance.
  5. Implement and monitor the communication and feedback mechanisms between the projects, its partners and beneficiaries in the context of IOM Tunisia Migration Governance portfolio, in view of facilitating that planned activities respond effectively to Government priorities.
  6. Maintain project work plans to facilitate timely implementation of project activities and achievement of project results.
  7. Assist with the timely coordination of contracts with service providers, procurement of required items and the timely payment to all suppliers.
  8. Draft segments of monthly, interim and final reports on project activities, in line with donor requirements and IOM standards and procedures, tracking the timely submission of such reports.
  9. Draft briefings, statistical/narrative reports and background papers, including specific information requested by donors, national or local government, and other entities.
  10. Work closely with colleagues in the mission and IOM Regional Office in Cairo to facilitate the reflection of project activities and achievements in press briefing notes, newsletters, and reports.
  11. Contribute to the identification of needs and entry points for collaboration in new areas concerning Migration Governance, including technical support to Immigration and Border Management.
  12. Participate in relevant seminars and meetings as well as other events, undertaking duty travel as required.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Law, Social Sciences, Development, Management, or a related field from an accredited academic institution with two years of relevant professional experience; or

• Bachelor’s degree in the above fields with four years of relevant professional experience.

Experience

• Experience in working with governmental authorities, other national / international institutions and Non-Governmental Organisations (NGOs);

• Experience in the field of capacity building and other technical assistance targeting institutional partners;

• Experience in project coordination or management;

• Experience in aspects of Migration Governance activities in general and activities in support to

Immigration and Border Management in particular will be considered an asset.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English and French is required (oral and written). Working knowledge of Arabic and/or Spanish is an advantage.
